The submitted plans do not depict an internal door separating the basement from the upstairs unit. As such, it does not appear the basement unit will be used as a separate rental unit and would not be considered an Accessory Dwelling Unit (ADU) pursuant to Federal Way Revised Code (FWRC) 19.200.180. If at such as time the owner wishes to convert the basement into an ADU, appropriate city approval will be required. BUILDING HEIGHT More information is needed to confirm if the building height meets the 30 -foot above average building elevation maximum height limit. Building height is calculated based on the average building elevation (ABE), which is calculated by finding the average elevation for each building fagade (the average must be calculated from the highest and lowest existing or proposed elevations, whichever is lowest, and the average can be no greater than five feet higher than the lowest elevation of that fagade.) Add up all the average elevations and divide by the number of building facades to get the average building elevation around the house. Please provide elevations that identify the ABE reference datum for the north, east, south, and west building facades. TREE AND VEGETATION RETENTION The plans provided do not have a tree retention and/or replacement plan as required by FWRC 19.120.040(2). The tree retention standards require each development to maintain a minimum tree unit density. The minimum tree density in Single Family Residential (RS) zones is 25 tree units per acre. The subject property's tree density would be 7 tree units (25 tree units x 0.259 acres = 6.47 tree units). A tree unit is a value assigned based on the diameter of the tree. Required tree density can be composed of retained trees and replacement plantings per FWRC 19.120.130. Trees used in the rain garden can be counted towards the tree density requirements. The three trees in rain garden are considered Large Canopy Species, which are 1.5 tree units per tree, for a total of 4.5 tree units. Please revise the site plan to depict the tree unit calculation and depict where the remaining 2.5 tree units will be located. GEOLOGICALLY HAZARDOUS AREA The GeoResources, LLC geotechnical report provided during the Short Plat process provides recommendations for the design and construction of the residence on the subject site. It appears that GeoResources has not reviewed the prepared plans, including rain garden area, to identify whether they meet the intent of the recommendations. As required by Federal Way Revised Code 19.145.250(2)(e), please have GeoResources either amend the report to provide verification that the construction plans have been reviewed and they are consistent with the recommendations or alternatively have the geotechnical engineer stamp the resubmitted site plan documents.
