This work was conducted in preparation to the demolition of the structure. The restaurant was still open to the public at the time of the survey. Building inspector's certified under Asbestos Hazard Emergency Response Act (AHERA) and employed by Med-Tox Northwest, conducted the building material survey in accordance with federal, state, and local regulations to provide for an assessment of asbestos-containing materials (ACM) in the structure. The applicable regulations require the building owner to identify and dispose of the identified ACM prior to the start of demolition work. This report identifies building materials that contain asbestos, estimates the quantity of ACM present and documents building materials that potentially contain lead-based paint (LBP), polychlorinated biphenyls (PCBs) and other hazardous materials. A copy of the inspector's AHERA building inspector certificate and State of Washington Department of Commerce (WDOC) risk assessor certificate is included in Appendix A. There were thirty two (32) homogenous materials (HM) identified during the survey. From these thirty two (32) materials, sixty nine (69) samples were collected and sent in for laboratory analysis. One (1) material was identified as ACM at 1800 South 320th Street. This included; cement asbestos board (CAB) panels (16% to 17% Chrysotile asbestos). This material must be legally removed and disposed of prior to demolition of the building. Five additional materials (knockdown textured gypsum wallboard system, heavy orange peel textured gypsum wallboard system, un-textured gypsum wallboard system, 4-inch wall tile mastic, and vent and parapet seam sealant) were determined to contain asbestos greater than 1% by Polarized Light Microscopy (PLM). These materials were re-analyzed utilizing the more stringent 400 Point Count Method. The re-analyzed samples for the knockdown textured gypsum wallboard system was determined to contain 0.25% to 0.50% Chrysotile asbestos, or <1% Chrysotile asbestos. The heavy orange peel textured gypsum wallboard system was determined to contain 0.25% to 0.50% Chrysotile, or <1% Chrysotile asbestos. The 4-inch wall tile mastic with residual joint compound was determined to contain 0.25% to 0.50% Chrysotile, or <1% Chrysotile asbestos and the vent and parapet seam sealant was determined to contain 0.50% to 0.75% Chrysotile, or <1% Chrysotile asbestos. When this material is composited with the entire system (joint compound, tape and gypsum wallboard) the total overall asbestos content is less than 1%. All of the remaining materials identified and sampled were found negative for asbestos. The Washington Industrial Safety and Health Administration (WISHA) requires ACM be removed by trained and licensed contractors using certified asbestos abatement workers and supervisors (except for deregulated roofing sealants, mastics, and coatings). A 10-day prior notification is also required before abatement can begin. Interior and exterior painted surfaces were tested for LBP using bulk sample collection and chemical analysis. A total of ten (10) paint chip samples were collected. Med-Tox Northwest inspected the building for cooling systems with potential chlorofluro- carbons (CFC). There were several roof top units observed along with walk in freezers and coolers. Building Information Photographic documentation of the structure and the major systems described herein are provided in Appendix B. 1800 South 320th Street, Federal Way, Washington General and Structural: This single-story commercial building was constructed in 1978. The building is wood framed construction built slab on-grade. The roof is flat with built-up tar and paper. The perimeter walls of the roof have CAB panels and three-tab composition shingles with vapor barrier. Heating and Mechanical Systems: Heat for the building is forced air provided by roof mounted heating, ventilation and air conditioning (HVAC) units. The on-demand gas fired hot-water heaters are also located on the roof. Pipes in the building were both insulated and un-insulated. The insulated pipes have fiberglass lagging with mudded fittings or PVC fittings. Walls/Ceiling: The walls and ceiling throughout a majority of the space are covered with gypsum wallboard (GWB) systems. There were various textures observed on the GWB systems. There are also several architectural finishes applied over the GWB systems. These include: tongue and groove wood paneling, ceramic wall tiles, and fiberglass wall laminate. Floor Systems: Flooring systems in the building are primarily tacked down carpeting over the concrete slab. The bar area and entry have hard wood flooring. Several of the storage rooms were observed to have sheet vinyl flooring over the concrete slab. Asbestos Survey The AHERA regulation, 40 Code of Federal Regulations (CFR) 763, is the primary governing regulation when performing asbestos surveys. This regulation was originally enacted for school buildings, but has since been applied to public and commercial buildings by the Asbestos School Hazard Abatement Reauthorization Act (ASHARA) in 1994 and by the Occupational Safety and Health Administration's (OSHA) worker protection regulations in 1995, specifically 29 CFR 1926.1101(k). Puget Sound Clean Air Agency (PSCAA) also requires compliance with AHERA's survey and sampling requirements. This applies to any renovation or demolition activities where suspect ACM may be disturbed. PSCAA is a local agency that receives statutory authority from the U.S. Environmental Protection Agency (EPA) to enforce environmental regulations. AHERA divides suspect ACM into three categories; "surfacing materials" (i.e., sprayed fireproofing, popcorn ceiling texture, etc.), "thermal system insulation" (TSI) (i.e., pipe or building insulation, etc.), and "miscellaneous materials" (i.e., flooring material, roofing, construction mastics, etc.). The following sections summarize the potential ACMs identified and for each of these three categories. For a complete listing of suspect materials sampled, see Appendix C. Table 1 summarizes ACM identified in the structure surveyed by Med-Tox Northwest. Friability was determined by conditions observed during the survey and by how the material behaves during mechanical demolition. Table 1. This material was observed on the walls and ceilings throughout the seating area. Seven samples were collected and analyzed for asbestos content by PLM. All of the samples were analyzed to contain 2% Chrysotile asbestos. The samples were then re-analyzed by the lab using the more stringent 400 Point Count Method. The re-analyzed samples were determined to contain 0.25% to 0.50% Chrysotile asbestos or less than 1%. • Sand textured gypsum wallboard system (HM02). This material was observed on the walls in the kitchen. Three samples were collected and analyzed for asbestos content; this material was determined to be negative for asbestos. • Trowelled wall texturing (HM03). This material was observed on the walls in the women's restroom. Three samples were collected for asbestos content; this material was determined to be negative for asbestos. • Heavy orange peel textured gypsum wallboard system (HM04). This material was observed on the walls and ceiling of the women's restroom. Three samples were collected and analyzed for asbestos content by PLM. All of the samples were analyzed to contain 2% Chrysotile asbestos. The samples were then re-analyzed by the lab using the more stringent 400 Point Count Method. The re-analyzed samples were determined to contain 0.25% to 0.50% Chrysotile asbestos or less than 1%. Thermal System Insulation • TSI pipe fitting. The pipes located in the attic were observed to have fiberglass pipe lagging with mudded fittings. Three samples were collected from the mudded fittings and analyzed for asbestos content; this material was determined to be negative for asbestos. • Fiberglass insulation. This material is located above the drop ceiling. Fiberglass insulation was visually determined non-asbestos containing per 40 CFR 763. Miscellaneous Materials • Un-textured gypsum wallboard system (HM06). The kitchen and bar area was observed to have this material on the walls. Three samples were collected and analyzed for asbestos. Three samples were collected of this building system and analyzed for asbestos content; this material was not found to contain asbestos. • 4-inch wall tile mastic (HM08). This material was observed on the walls in the kitchen. Two samples were collected and analyzed for asbestos content by PLM. Both samples were analyzed to contain 2% Chrysotile asbestos in the residual layer of joint compound that was inseparable from the mastic. The samples were then re-analyzed by the lab using the more stringent 400 Point Count Method. The re-analyzed samples were determined to contain 0.25% to 0.50% Chrysotile asbestos or less than 1%. • 4-inch brown cove base and mastic (HM09). This material was observed in the kitchen and storage area. Two samples were collected of this building system and analyzed for asbestos content; this material was not found to contain asbestos. • Wood veneer floor mastic (HM10). This material was observed on the floor in the seating area, entry and bar. Three samples were collected of this building system and analyzed for asbestos content; this material was not found to contain asbestos. • Pebble pattern sheet vinyl flooring (HM11). This material was observed in the storage areas. Two samples were collected of the flooring and analyzed for asbestos content; this material was not found to contain asbestos. • 1-inch ceramic floor tile grout (HM12). This material was observed in the restrooms. Two samples were collected of the ceramic tile grout and analyzed for asbestos; this material was determined to be negative for asbestos. • 12-inch ceramic step grout (HM13). This material was observed in the seating area on the steps to the stairs. Two samples were collected of the ceramic tile grout and analyzed for asbestos; this material was determined to be negative for asbestos. • 6-inch ceramic floor tile grout (HM14). This material was observed in the entry area. One sample was collected of the hearth mortar and analyzed for asbestos; this material was determined to be negative for asbestos. • Counter top caulk (HM19). This material was observed in the kitchen. One sample was collected of the caulking and analyzed for asbestos; this material was determined to be negative for asbestos. • Cement asbestos board (CAB) (HM20). The perimeter walls of the parapet on the roof were observed to have this material on them. Two samples were collected and analyzed for asbestos content; this material was determined to contain 16% to 17% Chrysotile asbestos. • Vapor barrier (HM21). This material was observed on the parapet wall on the roof. One sample was collected of the vapor barrier and analyzed for asbestos; this material was determined to be negative for asbestos. • Vent and parapet seam sealant (HM22). This material was observed on the vents and parapet seams on the roof. Three samples were collected and analyzed for asbestos content by PLM. Two of the samples were analyzed to contain 2% Chrysotile asbestos. The samples were then re- analyzed by the lab using the more stringent 400 Point Count Method. The re-analyzed samples were determined to contain 0.50% to 0.75% Chrysotile asbestos or less than 1%. • Black duct sealant (HM23). This material was observed on the ducts located on the roof. Lead-BasedPaint Summary Lead was commonly used in most paint products until 1978, when it was banned from residential paints at concentrations greater than 600 parts per million (ppm); however, commercial applications with lead were still utilized and are still available. Lead is poisonous to the human body and presents a potential health hazard during any kind of disturbance (such as maintenance, including grinding, welding, and cutting) and if improperly disposed, where lead can enter drinking water supplies. EPA defines lead-based paint as a concentration of 1.0 milligram per centimeter squared (mg/cm2) or greater by X-Ray fluorescence (XRF) or 0.5 percent by weight or greater by total lead analysis (equivalent to 5,000 mg/kg). This EPA action level triggers requirements for protection of the environment, maintenance workers, and building occupants. It also triggers training and certification requirements for inspectors, project designers, contractors, supervisors, and workers. Although the training requirements only apply to certain residential structures at this time, they could apply to this type of property sometime in the future. WISHA worker protection regulations has not defined a minimum concentration for regulating lead, and has clarified that lead at any detectable concentration shall be considered regulated (Washington Administrative Code [WAC] 296-155-176, Lead). Interior and exterior painted surfaces were tested for LBP using bulk sample collection and chemical analysis. A total of ten (10) paint chip samples were collected. The Washington Industrial Safety and Health Administration(WISHA)worker protection regulations have stated that lead at any detectable concentration shall be considered regulated (Washington Administrative Code [WAC]296-155-176,Lead. Waste Designation Survey Waste designation sampling has not been performed in preparation of the building demolition due to the destructive nature of the sampling technique and the fact the restaurant was still open for business. This includes Toxicity Characterization Leaching Procedure (TCLP) analytical sampling of affected building components. The TCLP procedure is used to simulate the transfer of lead from lead-containing waste into the ground water system upon co-disposal of the lead-containing waste and municipal solid waste in unlined solid waste landfills. The TCLP attempts to simulate rain or ground water leaching, or both, of lead from the buried waste. In order for the procedure to yield an accurate predictor of the subsurface (in-ground) leaching process, a representative sample of the volume of the waste must be selected and submitted for leaching and analysis. The result of the sampling, leaching, and analysis process is used to determine the waste handling and disposal protocols to be followed and to document compliance with applicable laws, regulations, and requirements. WAC 173- 303 Dangerous Waste Regulations defines hazardous waste as it relates to lead by toxicity as 5.0 milligrams per Liter (mg/L) by TCLP. A visual inspection of the survey area was conducted to separate the major components of the structures to be demolished into two categories: • Recyclables. It is anticipated that many of the metal items (i.e., metal piping, tanks, door frames, doors, handrails, flashing, aluminum window frames, etc.) and un-painted clean concrete materials in the survey area will be recycled or reused. These items were not tested for waste pre- designation. Additionally, glass is recyclable and not included in the waste designation survey. • Potential Wastes. Items that are not likely to be recycled were sampled and tested for waste pre-designation. Since it is likely that the waste identified on this project will be segregated and disposed separately, samples of concrete, CMU and all other building finish materials were collected and tested from the structures to be demolished. None. There were not any samples were taken during this inspection due to it being open to the public and the destructive nature of the sampling technique. Based on the results from the lead-based paint bulk samples, it is highly unlikely that the building will fail waste stream. Other Hazardous Building Materials Chlorofluro Carbons Med-Tox Northwest inspected the building for cooling systems with potential CFCs. There were potential CFC's associated with the HVAC system and walk-in cooler/ freezers observed. PCB Light Ballasts and Fluorescent Light Tubes Older fluorescent light ballasts have small capacitors that may contain high concentrations of PCB's. Nearly all ballasts manufactured before 1979 contain PCBs. All ballasts manufactured after July 1, 1978 that do not contain PCBs are required to be clearly marked "No PCBs". Unmarked ballasts or ballasts without a date code should be assumed to be PCB ballasts. PCBs are toxic chemicals according to the EPA. While there is only a small amount, about one ounce, of PCBs in each light ballast capacitor, there are a large number of ballasts in the United States. About half of the one billion ballasts, estimated as currently installed, were manufactured before 1979 and usually contain PCBs. Ballasts manufactured after 1978 may contain a PCB replacement called Di (2-ethylhexyl) phthalate (DEHP), a probable human carcinogen. In any case, ballasts should not be disassembled for disposal but collected and sent to a certified recycling/disposal facility. Fluorescent light fixtures were observed throughout the building. These fixtures were not inspected for the presence of PCB light ballasts due to being in use and the likelyhood that many have been replaced since 1971. Determining how many fluorescent lights actually contain PCB ballasts can only be verified during demolition. Therefore, all light fixtures are assumed to contain PCB light ballasts; light tubes are assumed to contain mercury. Additionally, exit lights, high intensity discharge (HID) lamps, smoke and heat detectors, and fire extinguishers may be regulated as universal or hazardous waste and will require dismantling and special handling. There are also approximately 31, four-foot light tubes and 14, eight-foot light tubes that will need to be recycled. Mercury Containing Switches Heating system thermostats were investigated for mercury containing systems. Dismantled thermostats did not reveal any suspect mercury-containing materials in the building. Laboratory Analytical Methods Asbestos-Containing Materials Bulk samples were analyzed by PLM dispersion staining EPA Method 600/R-93/116 by Seattle Asbestos Test, LLC. Seattle Asbestos Test, LLC is accredited through the National Voluntary Laboratory Accreditation Program (NVLAP) of the U. S. Department of Commerce. This accreditation does not constitute endorsement, but rather a finding of laboratory competence. Seattle Asbestos Test, LLC participant number is 200768-0 (certifications in Appendix D). A copy of the laboratory analytical report is provided in Appendix E. Lead-Based Paint Bulk paint chip samples were submitted to EMSL Analytical, Inc., for analysis. A total of Ten (10) paint chip samples were analyzed for lead using atomic absorption spectroscopy (AAS) to determine the presence and percentage of lead. Procedures for analyzing metals are found in the American Society of Testing and Materials (ASTM) D-3335-78 and EPA Method Manual SW-846, Method 6010. (EMSL Analytical, Inc. used SW 846 30508*/70006). Analytical results for paint chip results are provided in Appendix F. EMSL Analytical, Inc., laboratory certification is attached in Appendix G. The Billy McHale's restaurant located at 1800 South 320th Street in Federal Way, Washington was occupied at the time of the survey. Additional destructive investigation and sampling will be required prior to and during demolition activities including the following: 1. Inspect each door and door frame that is to be impacted by demolition activities to verify no suspect fire protection material (potential ACM) is located inside. 2. Inspect and sample electrical wiring/systems once the power has been terminated. 3. Perform destructive investigation inside wall to verify suspect asbestos is not hidden or present prior to demolition. The materials identified in Table 3 were found to contain less than 1% Chrysotile asbestos. Materials in this report with asbestos content less than 1% will require special handling during removal and/or demolition as detailed in WISHA Regional Directive (WRD) 23.30, specifically, section b.2 "wallboard systems with less than 1% asbestos content", and WRD 23.10, Occupational Exposure to Asbestos. Copies of these directives are available at: http://www.lni.wa.gov/safety/rules/policies/pdfs/wrd2330.pdf http://www.lni.wa.qov/safety/rules/policies/pdfs/wrd2310.pdf WISHA requires ACM be removed by trained and licensed contractors using certified asbestos abatement workers and supervisors (except for deregulated roofing sealants, mastics, and coatings). A 10-day prior notification is also required before abatement can begin. In addition, PSCAA requires notification and fees prior to beginning removal. WISHA and PSCAA require this survey report to be placed on-site during renovation and/or demolition and copies provided to the contractor(s) bidding and performing work. Med-Tox Northwest recommends third party oversight of asbestos and demolition activities by an AHERA accredited building inspector to ensure regulatory compliance and completion of the additional destructive methods recommended herein. Lead-Based Paint The painted surfaces throughout the building on both the interior and exterior were determined to contain lead in paint, therefore requiring compliance with WAC 296-155- 176 during any disturbance of painted surfaces. This requirement will apply to all construction trades, unless painted surfaces are removed during demolition activities, which is typically cost prohibitive. The OSHA criteria are used to determine if materials are hazardous during a demolition. For lead, any percentage of lead in the material should be an assumed risk to human health. This building was occupied at the time of the survey; therefore, waste stream sampling was not conducted based on the destructive nature of the sampling technique. Although it is very unlikely that the waste stream for the building will be categorized as hazardous waste; based on the results from the lead based paint bulk samples collected during the survey, waste stream sampling should be conducted prior to demolition to determine where the debris from the site can be disposed. PCB During renovation/demolition, the asbestos abatement contractor should be tasked with dismantling light fixtures, checking for PCB-free labels, and recycling the light tubes. Ballasts without PCB-free labels are considered PCB-containing and must be disposed as a hazardous waste; all other light ballasts can be recycled. Additionally, light tubes can be recycled as a universal waste for minimal cost.
