MEETING MINUTES
Present: Chair Laura Belvin, Vice Chair David Musick, Dawn Coggins, David Wilson, Anthony Murrietta, Roger
Flygare and Bobby Jennings
Excused: Michael Campsmith, George Pfeiffer and David Berger
Unexcused: Steve Payne
Staff: John Hutton, Parks Director, Steve Ikerd, Parks Deputy Director, Jason Gerwen, Parks & Facilities Manager,
and Mary Jaenicke, Parks Adm. Asst. II.
Chair Belvin called the meeting to order at 6:30pm.

PUBLIC FORUM
APPROVAL OF MINUTES
Commissioner Coggins moved to approve the June Parks and Recreation Commission regular meeting minutes as
written. Commissioner Murrietta seconded. Motion passed.
COMMISSION BUSINESS
The commissioners and staff introduced themselves to new Parks Commissioner Bobby Jennings.
STAFF REPORTS
PROS Plan Update
Mr. Hutton reported that staff and the consultants have been working hard on the PROS Plan. The consultant is
close to having a draft of the plan. Originally staff was going to have the PROS Plan approved in December, but
due to the tight timeline they may choose have it approved by Council in January or February. We are not in a
grant cycle and there is no funding available for large projects at this time, so it does not need to be approved right
away. The commission agreed with this decision.
Panther Lake Trail Improvements
Mr. Ikerd updated the commission on the progress that has taken place on the Panther Lake Trail project. The
parking lot will lead to an interpretive circle which will be a gathering point. Staff has been discussing ideas for
signage. The following ideas were discussed: 1) Trees and plants that are common to the area, 2) Mileage sign 3)
Park and Trails map. The commission was asked to think about ideas for additional signage. Mr. Ikerd contacted
the Federal Way Historical Society, and they provided him information on John Conna, one of Federal Way's
earliest settlers. John Conna's homestead was on the south side of Panther Lake. This may be an idea for one of the
signs. Chair Belvin also suggested finding out why it's called Panther Lake. The contractor is making good
progress and believes they will be finished with the project by September / October. The bridge will be finished in
mid-September.

Playground Equipment Replacement
Due to a very busy summer, Mr. Gerwen has been unable to work on the playground equipment replacement. He is
hoping to the meet with the playground representative to discuss the playground equipment for Mirror Lake Park.
The equipment will be installed in October / November.
Red, White and Blues Festival Recap
Mr. Hutton reported that the event was very successful. It was well attended and there were no incidents. The wind
had shifted, and a lot of the debris fell on the parking lot of the public storage. The manager of the Public storage
called, and Park maintenance staff had the parking lot cleaned in about an hour. The Special Olympics games that
were held in Federal Way were also very successful.
