Dear Mr. Lymberis:
As requested, representatives of Terra Associates have been providing geotechnical engineering observation
and testing services for the subject project. We began our work March 8, 2012 and completed our final site
visit on Ocotober 30, 2012. The purpose of our work was to verify that geotechnical elements of sit grading
and construction were completed in accordance with approved construction drawings and recommendations
presented by our on-site personnel. Our services included geotechnical observation and testing of the
following:
0 Lot and roadway subgrade following clearing and topsoil stripping to verify suitable soils were
present prior to filling;
• Pavement, curb, and gutter subgrade;
0 Asphalt Treated Base (ATB) and Hot Mix Asphalt (HMA) pavement compaction;
• Detention pond excavation and retaining wall drainage and backfill.
• Building structural fill placement including reinforced earth fill rockery construction.
Summaries of our observations and compaction test results are provided in the referenced field reports that were
prepared following each site visit. Copies of these field reports were provided to you and the contractor RPD.

Compaction tests were conducted at the site as structural fill, wall and utility trench backfill was placed and
compacted. Tests were performed in accordance with ASTM Test Designation D-2922 (Nuclear Gauge
Method). Compaction control was based on the soils' maximum dry density and optimum moisture content as
determined by ASTM Test Designation D-1557 (Modified Proctor). Results of our compaction testing
indicated structural fill placed to establish lot and roadway grades along with wall and utility trench backfill
was compacted to project specifications in the areas tested. Observation of proofrolling curb, gutter, and
pavement subgrade with loaded I 0 -yard dump truck noted the subgrade was firm and stable prior to curb/gutter
construction and ATB paving. Compaction testing of the ATB and HMA demonstrated the mix was compacted
to project requirements.
Based on the results of our observation and testing, it is our opinion that the geotechnical engineering elements
of project construction were completed in accordance with our recommendations and construction drawings
approved by the City of Federal Way. The structural fill placed on the lots was adequately compacted in
accordance with project requirements. Where residential foundations are supported on structural fill or firm
native soils, they can be designed for an allowable soil bearing pressure of 2,000 pounds per square foot.
It should be noted that the structural lot fills as well as the native glacial soils, while firm and compact, will be
subject to disturbance from normal construction activities including foot traffic when the soils are wet. Care
must be exercised when excavating and constructing building foundations during wet weather to avoid
disturbing the foundation subgrade. Construction vehicle traffic across the lots should be limited during wet
weather. Foundation excavations should also be completed using an excavator with a smooth blade bucket.
The excavator should not travel across the exposed footing grade. While constructing form work and placing
steel, to avoid disturbance from worker foot traffic, consideration should be given to overexcavating the footing
grade four inches and restoring grade using clean one-half to two-inch size crushed rock.
