As requested, a geotechnical engineer from our firm visited
the Villa Del Mar Apartments to observe the existing
conditions related to settlement of the buildings. Our visit
involved only visual observation of the exterior condition of
the four buildings, we did not enter any of the apartment
units or conduct any subsurface ex ]orations. The purpose of
this letter is to summarize our observations and to provide
recommendations for underpinning the affected building areas.
Site Conditions
The four apartment buildings are located on a bench that has
been constructed below Pacific Highway South by cutting and
filling on the original slope. The parking area upslope of
the buildings appears to be primarily in a cut area, with as O-
to 12 -foot rockery along the eastern edge of the pavement.
Smaller rockeries and a concrete wall are also located along
the west edge of the pavement, upslope of the buildings. The
eastern approximately one-third of the basement in each
building is buried about 3 feet below the finish grade. Based
on our visual observations, it appears that at least portions

of the eastern sides of the buildings may be located in a cut
area. The majority of the western sides of each building
appear to rest on fill. This fill ties a depth of up to
epproximntely 15 feet, based on the elevation at which the
vegetation changes on the steep slope below the buildings.
During our visit we observed indications of foundation
spt.tlement on all of the buildings. The north and south
perimeter footings exhibit cracks one-eighth to one-half inch
in width. These cracks appear to be caused by differential
settlement between the western and eastern sides of the
buildings. The most significant foundation settlement and
building distress apparent from the outside is located at the
southwest corner of Building D (029401). At this location,
the footing has settled away from the framed exterior wall
several inches. From discussion with Joe Maw, we understand
that the interior walls and floor slabs have also settled and
cracked to varying degrees. The middle units in Building D
have experienced significant settlement damage.
We did not observe any indications of tension cracks or
downsets on the ground surface around the buildings that would
point to overall slope movement as the cause of the foundation
settlement. Additionally, no seepage or significant soil
movement were observed on the slope below the buildings. The
soils exposed at the ground surface, and on the fill slope
below the buildings, consist of gravelly, silty sands locally
referred to as Glacial Till. It is impossible to determine
from our observations if the fill was placed on cut benches,
or onto sloping ground.
CONCLUSIONS AND RECOMMENDATIONS
Based on the visual observations made during our site visit,
it is our opinion that the foundation settlement has been
caused by consolidation of the fill that appears to have been
placed to support the western portion of the buildings.
without. monitoring over a period of time, it is not possible
to determine if the settlement is ongoing. Further settlement
of the buildings could be caused by consolidation of the fill
due to groundwater or vibrations, or by long-term downslope
creep of the fill soils. Underpin, ng of the foundations will
be needed to reduce the potential for additional foundation
settlement. Underpinning should be completed prior to any
jacking of the foundations to raise the settled portions of
the buildings, Due to limited access around and inside the

buildings, using driven, small -diameter pipe piles apppears to
be the most feasible method for underpinning. where the depth
of fill is less than about 3 to 4 feet, the footings could he
underpinned by excavating the fill down to competent native
soils and backfilling the excavation with lean concrete up to
the bottom of the footing.
The extent of the underpinning is a decision to he made
primarily by the owner and structural engineer. Areas that
have suffered significant structural damage should be
underpinned as soon as possible. Remaining areas should be
monitored for indications of ongoing settlement. Underpinning
the foundations will not prevent further settlement of
interior and exterior slabs. The slabs would need to be
reconstructed as structural pile -supported slabs to stop the
settlement.
These recommendations will not prevent foundation movement if
large-scale instability occurs in the fill soils.
PipePi des
Two -inch -diameter pipe piles driven with an 80- to 90 -pound
jackhammer to a final penetration rate of 1 inch or less for
1 minute of continuous driving may be assigned an allowable_
compressive load of two (2) tons per pile. Pile caps similar
to conventional footings may be used to transmit loads to the
piles. Tile piles should be driven in pairs along the western
perimeter footing. Welded couplers should be used to connect
subsequent pipe sections on piles that need to be extended in
length.
Due to their small diameter, the lateral capacity of vertical
pipe piles is negligible. To provide lateral support for the
proposed underpinning, we recommend that one pile in each of
the pairs under the west footing be driven with a batter in
the some direction as the slope of the ground. The lateral
capacity of a battered pile is equal to the lateral component
of the allowable compressive load. The allowable vertical
capacity of battered piles does not need to be reduced if
