for removal of 1000 gallon
one 500 gallon above ground
& Operation Site.
This letter is to request that the permit required for the removal
of a 1000 gallon underground tank and the installation of a 500
gallon above ground Lube Cube tank be issued upon completion of
compliance to City Building Code requirements.
According to Part Nine - Categorical Exemptions of WAC 197-11-
800(2)(g), because this involves tanks having a total capacity of
less than 10,000 gallons, this project does not require an
Environmental Checklist or a Determination of Non -Significance.
The Federal Way School District is working with the contractor
completing the project to make sure that we follow all Washington
State Department of Ecology environmental guidelines pertaining to
tank removal projects. Your assistance on this matter is
appreciated.

Dear Jim,
Here is the return I recieved from your Public Works
Department. They are requesting three items of compliance
prior to issueing a permit.
I would recommend the following:
1. I will advise drainage containers would be moved to the
storage tank and transfered over by hand pump. (Is this
correct).??
2. They are talking about a dike wall around your tank slab.
However, with this type of containment structure you must
consider rain water collection. This would require a sump
be installed, a flow thru Oil/water seperator connected to
a sewer line. This would probably double your bid price. I
would recommend a Double Wall Lube Cube inside your shop
at some location. We are currently doing this for Avis
International at Sea -Tac. Cost would probably increase
by $1,000.00.
3. We would out a man in the tank to hand clean an out
all residue into ecology barrels for transfer to regulated
disposal site. This would certify the tank as clean and
there would be no spillage during removal.
I would suggest you call Mr. Tom Collins, D.R.E. and discuss
these options prior to returning your input to me.

The Public Works Department has reviewed the above referenced
permit with the following comments:
1. Please show on plan and section views how waste oil will be
transferred to the proposed storage tank.
2. Please show a containment structure having equal or greater
capacity than the proposed storage tank and show how possible
spills from the storage tank will be conveyed to the
containment structure.
3. Please submit a spill containment plan showing any measures
necessary to contain a spill of material from the old tank as
it is removed. Items may include silt fabric placement in
catch basins, containment booms, straw bales, etc.
