Asst. II. Chair Belvin called the meeting to order at 6:30pm. None PUBLIC FORUM APPROVAL OF MINUTES Commissioner Campsmith moved to approve the June Parks and Recreation Commission regular meeting minutes as written. Commissioner Berger seconded. Motion passed. COMMISSION BUSINESS The commissioners Payne announced his resignation; he is moving out of Federal Way. STAFF REPORTS PROS Plan Update Mr. Hutton spoke with the consultant and they stated that staff should have a draft copy of the PROS plan by September 14. Panther Lake Trail Improvements Mr. Ikerd updated the commission on the progress that has taken place on the Panther Lake Trail project. The south side of the trail has been rocked up to the Boy Scout Bridge. The goal is to have the parking lot all rocked by next week. They are also putting in the light pole bases. The crane operators are on strike and teamsters from other trades have also walked out. We have been notified that the bridge has been delayed two weeks. Chair Belvin has contacted the King County Library to inquire why this property was named Panther Lake. She is waiting to hear back from them. Playground Equipment Replacement Mr. Hutton reported that Mr. Gerwen is working with the playground representatives and should have something available at the next meeting. Other Business Mr. Hutton gave the commission a recap on all of the events that took place in the parks this summer. g:\parks comm mtg notes\2018\09-06-2018 minutes.doc Parks and Recreation Commission, September 6, 2018 Page 2 Mr. Hutton informed the commission that prevailing wage will be increased dramatically. Landscape wages are increasing by $20.00. The Parks department has twenty three sites that have contracted maintenance. Commissioner Murrietta provided more information on prevailing wage. Commissioner Coggins stated that there is yard waste being dumped on the trail at Alderbrook Park. Staff will look into this. Commissioner Berger talked about the improved condition of the Blueberry Farm. Shelly Pauls has had a volunteer group out there for two separate events. A brief discussion was also held regarding the potential for homeless encampments that may appear at Brooklake, once the contractors vacate the area. Mr. Hutton stated that it is a known area for homeless encampments and staff will be watching that site. Dumas Bay Centre Manager Rob Ettinger is at the site multiple times a week and there is a tenant there daily. The Parks Department will give their budget presentation on September 26.
