In accordance with your request, we have reviewed the current development plan for the
purpose of providing our opinions and recommendations regarding the impact of the proposed
development on adjacent properties. Specifically, the impact of the site clearing and grading
and the placement of the patio and driveway.
The current plan allows for a minimum building setback of twenty five (25) feet from the top
of the 40 percent slope. The patio does extend into the setback area. The existing site
conditions were described in the referenced document.
Following we address the information requested in Section 22-1286 of the Federal Way City
Code.
Slope stability, landslide hazard and sloughing.
The slope on the site is stable in its current condition and configuration and will remain stable
during and after completion of the proposed residence. In our opinion, there is no landslide
hazard on the site given the competent nature of the sediments underlying the slope. As no
construction is proposed on the 40 percent slope we do not see sloughing as a potential
hazard. All drainage water must be directed away from the top of the slope.

In our opinion, seismic hazards which should be addressed in the development are limited to
building design. Based on the soil conditions at the site, soil profile Sc can be used for design
in accordance with Table 16-J of the 1997 Uniform Building Code (UBC).
Groundwater.
In our opinion, groundwater impacts will be positive as surface waters will be intercepted by
the impervious surfaces and directed to the storm drain system. This allows for less
infiltration and will likely reduce the possibility of impacting adjacent properties.
Seeps, springs and other surface waters.
No seeps, springs or surface water flows were observed on site.
Existing vegetation.
The existing vegetation in the building area will be removed. The existing vegetation on the
slope will be left in place and not disturbed.
In summary, the currently proposed design minimizes impacts to the site and adjacent
properties. The driveway has been located in the optimal location to minimize disturbance of
the sloping portion of the site.
Additional Services
ECI should be retained to provide geotechnical services during construction. This is to
observe compliance with the design concepts, specifications or recommendations and to
facilitate design changes in the event subsurface conditions differ from those anticipated prior
to the start of construction. We do not accept responsibility for the performance of the
foundation or earthwork unless we are retained to review the construction drawings and
specifications, and to provide construction observation and testing services.
