In accordance with your request, we have completed a slope stability assessment for the
above referenced site. It is our understanding that the subject property has slopes with a
gradient greater than 20 percent. The referenced letter indicates that whenever a building
addition will increase the load supported by the soil and is on a slope that is twenty percent
or greater, the City of Federal Way Building Department requires a slope stability assessment.
The assessment consists of a visual observation of the existing slope and building foundation
for any signs of distress.
Based on our discussions and the preliminary plan that you provided to ECI, it is our
understanding that development at the site will consist of pouring a concrete floor slab in the
crawl space area under the existing referenced single family residence. Construction of this
daylight type of basement will not involve any earthwork excavations or grading. Preliminary
plans also indicate that you plan to install a subfloor drain system beneath the floor slab.
On December 7, 1993, a representative from ECI made a site visit to observe the condition
of the existing slope at the subject property. In general, the property slopes moderately
downward from the east to the west at an approximate gradient of 31-1:1 V (horizontal:vertical),
or less, and is approximately fifteen to twenty feet in height. During the time of our site visit,
the slopes were vegetated with ground cover and/or landscape plants. The property has been

graded and an existing drainage system was installed during the construction of the building
to divert surface and subsurface water away from the existing structure. There were no
visible signs of tension cracking along the top of the slopes, no visible seepage across the
face or at the toe of the slope, and no recent signs of major surficial erosion or landslide
activity.
It is important to note that during our site visit we did observe some groundwater seepage at
the southeast interior corner of the basement retaining wall. We suggest that you verify the
functional condition of the foundation drain along the east basement wall and/or incorporate
a weephole drain system along this basement wall with the proposed subfloor drain system.
In our opinion, the seepage observed should not have an adverse effect on the current stability
of the slope.
Based on our visual site observations and review of the referenced information, it is our
opinion that the site slope is stable in the present condition and configuration. Factors that
will affect slope stability include: the placement of unretained fill on or at the top of slope,
the excavation of steep unretained cuts at the toe of the slope, and uncontrolled surface
water runoff. At this time and to the best of our knowledge, none of these are planned for
this site.
