Permit has been issued (11/6), tenant improvement work has begun. 2. Because the tenant improvements are valued at less than $50,000.00 (interior), the project is exempt from the City's site plan review process. 3. The tenant improvement plans were not reviewed by planning staff. 4. Dance clubs are not a permitted use in the MP zone. Closest comparable MP use is commercial recreation which is defined as swimming pools, tennis courts, playgrounds or similar uses. 5. Dance clubs are permitted in the BC and CC zones ( as examples) as a "retail establishment providing entertainment...". Restaurants, taverns, clubs and lodges are also permitted in the BC and CC zones as similar uses. 6. The Comprehensive Plan strongly discourages commercial intrusions into the City's limited industrial area. 7. The building permit was approved based on an assumption of no change in use. The building was occupied by a radio controlled race car track use, but has been vacant for approximately ten months (per 11/9 telephone conversation with Steve Anderson, WACO representative). 8. Her name is Julianne Bruce. Bruce, a 28 -year-old mother of five, obtained a city permit this week to remodel a building at the south end of the city and turn it into "Masquerades," a teen dance club. She plans to open the club in December and has no doubt it will be a whopping success. "Federal Way has always been a big attraction for the teens because it's in the middle of everything," said Bruce, who used to frequent the teen dance clubs in the Seattle - Tacoma area. "You've got kids coming from Seattle, Tacoma and Auburn, be- sides Federal Way. It's the best place in the whole metropolitan area." City officials are hoping it will be, too. "I think what we need is a qual- ity -operated dance club in Federal Way," said Councilman Lynn Templeton. "I'm hopeful that they have a degree of expertise, because that can be a very tricky business. It all boils down to security. "A well-run teen dance club would be a very positive addition to the city," he said. "A poorly run club, such as the one we had in the past, would be real negative." Councilman Bob Stead echoed that concern. "What this community needs is a good, clean, wholesome dance club and that's what they are proposing to run," Stead said. "We're de 7� lighted to have this kind of thing, move in." Stead also is Bruce's attorney and helped her find a location for the teen club. Bruce said she's aware of the pitfalls, having helped start a teen club in Tacoma. But her club will take the neces- sary steps to maintain security, which is essential to keep clubs from becomin*angouts for troublemakers o ng members, Please see Club, B2 L:-. I Club Continued from B1 she said. The message to patrons will be made quite clear, she said: "If you want a nightclub, you respect it. If not, don't even hang out in our parking lot." The club will be a family en- terprise, she said. Her parents, who own a contracting firm, are bank- rolling the project and she will run it. It will be at 1620 S. 344th St., next to Emerald City Electric. The club will operate on Friday and Saturday nights at first and will have a capacity of 285 patrons. Bruce said she has been looking for a teen club location for about 10 months, but prospective land- lords turned her down. "They don't want teens to hang out at shopping malls, yet they don't want to give them a place to go," Bruce said. Steve Anderson, managing part- ner of W.A.Io., decided to lease his company's building. "I'm giving them the benefit of • the doubt and hoping it will be beneficial to the community and not detrimental to the property," Anderson said. Bruce said "Masquerades" will feature Top 40 music, with a rhythm and blues flair. At first, the club will have only recorded music, but later she hopes to bring in bands for live performances. The entertainment format also will be expanded to weekdays at a later date, featuring such activities as after -football parties, she said. Hours haven't been decided, she said, "but since it's for teens, it will close before 2 a.m." "This is going to happen," she said. "It was just a question of when, and now we've got the build- ing." They have obtained a parking agreement from the Goodyear tire store located west of 16th Avenue South. -Tim Miller was concerned with pedestrian access. The applicant will agree in writing to provide a uniformed off- duty policeman as a crossing guard. -The Goodyear lot would only be used as secondary parking, or in the event the gravel lot is full. Recently I turned,+'a proposal to use a parking lot kitty corner to the Emerald City Electric Building which is on the corner of 344th and 16th. It was brought to my attention that safty might be a concern because 16th is a busy street and there is not any existing cross walk available. So at this time I would like to ammend my proposal. If and when we use Good Year's parking lot, which is kitty corner to our lot, we propose to put a uniformed crossing guard to assist in safe crossing and basic parking lot safty and security. I would also at this time like to point out that the parking lot in question is going to be used only as an alternative, in the case that the owner of our building decides to sell his propety nest door to our building.
