SUMMARY MINUTES Hylebos Conference Room CALL TO ORDER: Committee Chair Duclos called the meeting to order at 5:00 p.m. COMMITTEE MEMBERS IN ATTENDANCE: Councilmember Tran, Councilmember Assefa- Dawson COMMITTEE MEMBER EXCUSED: COUNCILMEMBERS IN ATTENDANCE: Councilmember Koppang, Councilmember Johnson; Councilmember Moore STAFF MEMBERS IN ATTENDANCE: Finance Director, Ade Ariwoola; Assistant City Attorney, Mark Orthman; Parks and Recreation Director, John Hutton; Economic Development Director, Tim Johnson; IT Manager, Thomas Fichtner; Accounting Manager, Kristin Trivelas; Administrative Assistant, Robyn Buck OTHERS PRESENT: Dana Hollaway, Rebecca Martin, Bob Roegner, Jack Walsh, Dennis L Styles PUBLIC COMMENT: Mr. Walsh commented that he thinks a marijuana tax and allowing cannabis shops in Federal Way would be a mistake. He is against increase on business registration fees and B&O Tax. Mr. Styles disagrees with Mr. Walsh. Mr. Styles thinks there would be a way to regulate where stores are located. Other entities around us do that. REVENUE SUSTAINABILITY DISCUSSION: These are potential revenue ideas ONLY. Committee members are not agreeing to nor are they condoning any of these ideas. Committee Chair Duclos suggested that the Committee categorize the list from the previous Special FEDRAC Meeting. *Please see attached spread sheet Monday, October 8, 2018 Page 1 CITY'0i Federal Allay Mr. Johnson commented that the abandoned shopping carts volunteer is no longer collecting the carts. He suggests Federal Way work toward a fee based system to collect the carts. It would be cost recovery oriented. Stores do not want the carts back because they cannot afford to clean them. The next step for this Committee is to understand the challenges associated with these ideas. Committee Chair Duclos requested that Department Directors review these ideas and let the Committee know if these are likely revenue sources and what are the snags in getting these implemented. Mr. Ariwoola and Mr. Hutton were asked to distribute this to Directors. Information only. CURRENT DEBT COMMITMENTS DISCUSSION: Presented by Finance Director, Ade Ariwoola. There was no discussion.
