Parks Comm MINS 11-01-2018CITY OF FEDERAL WAY PARKS, RECREATION AND CULTURAL SERVICES PARKS AND RECREATION COMMISSION November 1, 2018 Hylebos Conference Room 6:30 p.m. City Hall MEETING MINUTES Present: Chair Laura Belvin, Vice -Chair David Musick, Dawn Coggins, David Berger, and Dave Wilson Council member Moore arrived at 6:50 Excused: George Pfeiffer, Michael Campsmith, Roger Flygare Unexcused: Anthony Murrietta and Bobby Jennings Staff: John Hutton, Parks Director, Steve Ikerd, Parks Deputy Director, Jason Gerwen Parks & Facilities Manager and Mary Jaenicke, Parks Adm. Asst. II. Chair Belvin called the meeting to order at 6:32pm. None PUBLIC FORUM APPROVAL OF MINUTES Commissioner Coggins moved to approve the October Parks and Recreation Commission regular meeting minutes as written. Commissioner Wilson seconded. Motion passed. COMMISSION BUSINESS Chair Belvin requested that the commission limit the side conversations, and wait to speak until they're recognized. STAFF REPORTS PROS Plan Update Mr. Hutton reported that the consultant is working on a final draft for the commission to review. Mr. Gerwen met with the consultant for four hours to review the changes that were submitted. AHBL is still working on some figures and diagrams. Some of the pictures were also changed. They hope to have another draft in one to two weeks. The next step is to set a date for the open house. Panther Lake Trail Improvement Update Mr. Ikerd reported that the footbridge has been set in place, and it fits in very well at the site. The final pour on the parking lot should take place on November 2. The next steps are finishing the lights, pouring the curbs, installing the gates and striping the parking lot. A volunteer event is scheduled for November 2. Playground Equipment Replacement Update Mr. Gerwen stated that a Purchase Order has been generated for the Wedgewood playground equipment. He is waiting to hear from Northwest Playground on some open dates for the playground to be installed. It will take approximately six to eight weeks for the equipment to arrive. The maintenance staff needs to remove the existing playground and prep the site for the new equipment and the swing set. He is still waiting to get a quote for the playground equipment that will be installed at Mirror Lake Park. Mr. Gerwen also informed the g:\parks comm mtg notes\2018\11-01-2018 minutes.doc Parks and Recreation Commission November 1 2018 Page 2 commission regarding the vandalism that is taking place at some of our parks, and the costs associated with replacing the damaged parts. Staff may be able to use mitigation money to pay for the repairs. Council member Moore arrived. Other Business Council member Moore and the Commission had a long discussion about the budget. Commissioner Berger asked what the outcome was on the prevailing wage issue. Mr. Hutton stated that the issue has been discussed with the Council at the budget study sessions. At this point it's in the hands of Parks and Public Works staff. Staff is looking at in-house options. 22 of the parks are mowed by contracted landscapers. Mr. Ikerd added that as part of the mandatory $200,000 cut the Parks Department had to cut a full-time maintenance worker position that was approved in the budget. The Parks Department is very short in Parks Maintenance staff. Contract services have also been drastically reduced. The potential new revenue sources were also discussed. The Mayor has committed to a workload study and a salary compensation study. Council member Moore encouraged the commissioners to come to the Council meetings and special budget study sessions to express their opinions. Council member Moore told the commission that parks are a priority. Vice -Chair Musick stated that parks are not a priority if their positions are getting cut. Council member Moore stated that all the departments are important, and Council is working to balance everything out. Chair Belvin stated that the budget process is happening, and the Council needs to hear from the commission. Mr. Hutton stated that they can give public comment at the Council meetings. Based on the discussion regarding the budget with Council member Moore and the fact that there's a reduction in the proposed budget for park services, and the commission knows about the significant impact on contract services from prevailing wage, Commissioner Berger made a motion that the Commission ask Parks staff for statistics on staffing levels and contract service amounts over the last ten years for park maintenance. Vice -Chair Musick moved and seconded. Motion passed. Council member Moore encouraged the commission to email each council member individually.
