Jason, We talked briefly the other day regarding your remodel and some of the challenges and the need for some clarification. When you approached the building department with your proposal you offered this project as single family home to be repaired for you and family to live in and at no time was there any discussion or evidence presented to me that this was an existing non -conforming duplex. If you had presented this information I would have reviewed this project differently and would not have allow this to be issued over the counter as simply replacing interior finishes and associated plumbing and mechanical. I would have prepared and discovered that this was in fact a duplex permitted some time ago before Federal Way was incorporated as a city. Providing code compliance to a structure that may have never been code compliant and that was built in 1952 has its difficulties. Most of the time cost is a factor because the owner now has to incorporate design features that are commonly found in a duplexes that afford protection for the occupants. I have studied the 2015 IEBC ( International Existing Building Code) and I have consulted the Building Official who has the authority to render interpretations and provide guidelines as to how we now proceed given this new information. The IEBC offers some flexibility to permit the use of alternate approaches to achieve compliance with minimum safeguards to the public health, safety and welfare. We are requirering the following items be installed in this structure that will afford some level of protection to the occupants as follows: 1. All penetrations to include 10 ft. horizontally that are required to be fire- blocked shall have rated fire caulking installed. 2. Foam sealant cannot be used in for any fire blocking or sealing of any top or bottom plate penetrations 3. Intumescent caulking shall be used to seal around the annular space of ABS pipes, Plastic Pex water lines, or any PVC piping at all penetrations of these items. 4. All ducts in conjunction with exhaust fans shall be hard pipe with minimum 26 gage sheet steel where the ducts are located in the floor/ceiling of the unit down stairs. If flex ducting is used than UL listed ceiling radiation dampers shall be installed on the exhaust fans housing located in the floor/ ceiling assembly. 5. All hard piped ducts shall be sealed with mastic or other approved methods .... not duct tape. 6. All sheetrock in the lower unit will have 5/8 type x sheetrock installed 7. Sheetrock installed at the ceiling of the garage shall be 5/8 type X and shall be nailed or screwed at 6" o/c everywhere. 8. Hardwired and interconnected smoke detectors so when one alarm is activated they all are activated. I've been told that there are over notched and over bored framing members. The fix is not simply installing a piece of wood sistered to that over bored or over notched framing member but to either add a framing shoe designed for that application ( this is a Simpson mechanical device used solely for over bored framing members. Sometimes called stud shoes) or to place a framing member that is like in kind for the entire length of the over bored or over notched framing member. A fix of sistering a smaller member would require a structural engineers evaluation and design. I hope this information is helpful and if you need further clarification please feel free contact me.
