Re: Uniform Building Code Guardrail Load Requirements: 1991 to 1994 Edition
In reference to our test report no. 3/94 Rev. issued to Western ClearView Railings on June 12,
1995, we have been asked to compare the 1991 edition of the Uniform Building Code (U.B.C.)
load requirements to that of the 1994 edition.
A comparison of table 23-B of the 1991 U.B.C. and table 16-B of the 1994 U.B.C. determined
the only difference is that the 1994 edition requires the interior components of the guardrail
system (ie: the tempered glass panels, aluminum pickets) to meet a lateral load based on a
calculation of 25 lbs/ft' over the entire tributary area including openings and spaces between
rails.

As requested, Warnock Hersey Professional Services Ltd., has conducted Uniform and Concentrated load tests
on four aluminum deck mount guardrail assemblies manufactured and submitted to our Coquitlam laboratory by
Western ClearView Railing Systems. The rail assemblies were identified as "New Small Square System (Series
2000S)", "Small Round System (Series 2000R)", "New Large Square System (Series 3000S)" and "Large Round
System (Series 3000R)".
The testing was conducted in accordance with the National Building Code of Canada, 1992 Edition,
Section 4.1.10.1 "Loads on Guards" and the Uniform Building Code, 1991 Edition, Section 1712a, Table 23-B
"Balcony Railings and Guardrails".
DESCRIPTION
Each guardrail is 54" wide measured from centre of post to centre of post and 42" high ,measured from deck level
to the top of the guardrail.
The top rail runs continuously over the top of each support post and the bottom rails are fastened to brackets
welded 2-1/4" above the base of each support post at either side. A 5 mm tempered glass panel fits within a vinyl
sleeve between the upper and lower rails and spaced 2" between each post.
The main support posts are 1-3/4" x 1-3/4" aluminum tubing 0.075" thick. A 1/4" aluminum baseplate and
diagonal gusset is welded to the base of each support post (see attached drawings dated June 13, 1995 for details).
Six #12 x 3" screws secure each baseplate to the wood framed deck structure.
TEST RESULTS
A. National Building Code of Canada 1992, Section 4.1.10.1
1. A uniform load of 0.6 kN/m (41.1 lbs/ft) was applied horizontally and normal to the span at the top of
each guardrail system concurrent with a concentrated load of 0.9 kN (202.3 lbs).
2. A concentrated load of 0.45 kN (101.2 lbs) was applied to individual elements within each guard
including solid panels.

3. A uniform load of 1.5 kN/m (102.8 lbs/ft) was applied vertically to the top of each guardrail system.
The guardrail assemblies withstood the loading conditions as described above which included a 1.5 safety
factor.
B. Uniform Building Code 1991 Edition, Section 1712a, Table 23-B
Balcony railings, guardrails and handrails require a minimum horizontal load of 0.73 kn/m (50 lbs/ft) for exit
facilities serving an occupant load greater than 50 persons and 0.29 kn/m (20 lbs./ft.) for other facilities.
There was no breakage or permanent deformation when subjected to the loading conditions stated above.
CONCLUSION
The guardrail systems and installation as mentioned in this report meets the loading requirements of the National
Building Code of Canada, 1992 Edition, Section 4.1.10.1 "Loads on Guards" and the Uniform Building Code,
1991 Edition, Section 1712a, Table 23-B.
