Please respond to the corrections listed below and provide the requested information: BUILDING REVIEW COMMENTS - SHEET 1 1. Provide the method of driving pin piles; specify the locations of staging areas for equipment needed to drive the piles. 2. Provide a method for maintaining the slope during pile placement. The need to repair the decks was listed as a result of the slope instability; therefore, provide resolution/design for maintaining the slope during and after the installation of pin piles and repair of the deck. 3. Provide geological structural observation during construction of the piles and submit a report of findings to the building division prior to final inspection. 4. Specify what methods will be utilized for improving and stabilizing the slope; minimizing the potential for additional movement and surface erosion, settlement, and slides. 5. Confirm the species of wood intended to be used as sway braces at the existing upper deck. Confirm availability of select structural pressure treated material. This specification appears to be a specialty product, and may not be commercially available. 6. Verify that the existing upper joists are pressure treated Hemfir#2/B 7. Provide the method used to support the existing deck during placement of the pin piles. 8. Specify International Building Code (IBC) requirements for inspection rather than International Residential Code (IRC) requirements, since the IRC does not contain pin pile provisions. The IRC is limited to prescriptive foundation designs; the IBC is the proper document for designed elements. 9. Provide live and dead load for the weight of the existing glass solarium on the plans (they are included in the calculations but do not appear on the plans. 10. Verify that flashing is existing and or specify that flashing will be installed where decking abuts the house siding. 11. Provide/specify the size and spacing of the ground floor, floor foists. Confirm pressure treated material has been used. 12. Specify the embedment of the PB45 PB46. Please refer to Simpson catalog, page 58 requiring a 3%2" minimum embedment. Provide a specification design or explanation showing how the required concrete coverage will be maintained for both the pile cap and for the P1346. 0 0 Ms. Jeni Martinez Page 2 August 15, 2013 PLANNING REVIEW COMMENTS 1) The proposed work occurs within the 25 -foot setback from an area defined as geologically hazardous. Federal Way Revised Code (FWRC) 19.160.010(2) authorizes the director to allow work within the 25 -foot setback if. (a) no reasonable alternative exists; and only if (b) the development activity or land surface modification will not lead to or create any increased slide, seismic, or erosion hazard. In this case, there is no reasonable alternative as the improvements already exist in their current location. The report prepared by Berquist Engineering Services touches lightly on geotechnical issues but does not fully address part (b) above. Please revise the report to evaluate the impact of the work on the slope and identify measures necessary to mitigate the impact (if any). 2) The deck appears to have been damaged as a result of earth movement/settlement. The geotechnical report does not discuss the cause of the earth movement, any measures to control or mitigate such movement, or the expectation of future continued movement. Please revise the report to address these issues.' 3) The geotechnical report does not address erosion control. Please revise the report to address this topic and propose measures as necessary to control erosion. Also, please show erosion control measures on the site plan. The purpose of this plan review is to verify code compliance, to the extent possible and reasonable, given the information provided on the plans and the city's plan review resources and capabilities. In no way does any city approval constitute a guarantee of code compliance; authorize any work in violation of any applicable codes; or relieve the owner of responsibility for complying with pertinent codes and ordinances.
