Report — Lock and Load Walls Retreat Meadows Southwest 356th Street and 1st Avenue Southwest Federal Way, Washington Dear Mr. Zinniger: In accordance with your request, Earth Solutions Northwest, LLC (ESNW) prepared this letter summarizing the construction observations of the completed lock and load walls on site. An ESNW representative was on site December 31, 2018 to observe the existing / completed lock and load walls located at lot 38, and lots 43 through lot 47. Lock and load mechanically stabilized earth (MSE) walls were constructed to support the transition between newly established finished lot grades, as well as the transition between lot 47 and the newly established grades for the on-site right-of-way of 1st Place Southwest. The exposed wall height ranged between approximately 4 to 5.33 feet (or less). ESNW representatives observed suitable, native soil exposed at the wall keyway areas when probed at the toe of the existing walls. Our representative confirmed the keyway and retained soil mass along retaining wall alignments to be suitable for support of the final wall configuration. Drainage for the lock and load wall consisted of at least 18 inches of 5/8 -inch clean rock placed behind the wall face, and a four -inch diameter perforated pipe was placed behind the toe of the wall to be tied into the on-site storm system. ESNW observed geogrid reinforcement (Synteen SF -55 or equivalent) placed behind the engineered fill (MSE) portion of the lock and load walls. ESNW observed that geogrid reinforcement was placed in accordance with the lengths, strengths, and frequency specified in the approved plans and our geotechnical recommendations. ESNW observed wall backfill comprised of 5/8 -inch minus crushed rock at wail sections over 4 feet in overall height, and silty sand with gravel backfill at walls four feet in height (or less).
