Newly constructed wood framed exterior walls are required to install R-21 insulation in framing cavities. The new walls constructed for this project meet that specified Washington State Energy Code requirement. We assume that the original walls in question met the insulation requirements of that time period, and we are not decreasing that value in the construction of this project. However, the thermal performance of these existing 2x4 walls is being improved with the addition of Exterior Insulation Finish System (EIFS) on the outside face of wall which has a rigid insulation thickness of either 1 ''/z" or 3" depending on the location on the wall (at minimum an additional R-5). That, in combination with new properly sealed vapor barrier, and weather resistive barrier is increasing the R value of the wall well above the current WSEC requirement. We would propose that at all locations but two, the typical wall section includes EIFS insulation on the outside face of wall which provides the intent of the insulated framing header. At the 2 locations that don't have it (Grid D, between Grid 04 and Grid 06) the exterior steel canopy frames into this header so there will be no EIFS insulation on the exterior face of wall. For these locations we've added additional furring and rigid insulation on the inside face of framing header. Revisions are shown on A100, A400, A500 and A700. 3. Item # 21 of my comment letter explained that intermediate framing requires R-10 insulated headers per the 2015 WSEC. Your response was that it was your understanding that the WSEC requires the R-10 insulated headers unless the structural headers specify 6x headers. I cannot find where that is stated in the 2015 WSEC under the foot notes of table C402.1.3, and unless you can produce that code language have your engineer of record resize the headers to another type of material such as a PSL or LVL and install the required R-10 Insulation. Please revise the plans and provide those details for the headers approved by the EOR or provide a component performance evaluation and submit those energy compliance forms as required 3. Prior to issuance of the permit it is required by code to submit the special inspection forms as required by the 2015 IBC section 1704.3. 1704.3 Statement of special inspections. Where special inspection or testing is required by Section 1705, the registered design professional in responsible charge shall prepare a statement of special inspections in accordance with Section 1704.3.1 for submittal by the applicant in accordance with Section 1704.2.3. 4. Item number 8 of my comment letter requested the EOR to evaluate the steel canopies and for the designer to provide details for the fabric canopies and steel canopies as they were not include in the original submittal. The EOR has responded that the design in the resubmitted plans is conceptual and not approved for construction. Is it your intention to have these items as a deferred submittal? If these are deferred items I can redline that they are not part of this permit, require separate permits, and the EOR would need to approve any design and attachment method of the steel canopies and fabric canopies prior to submittal. Along the existing south wall, the entire existing wall will be removed. It will be replaced with steel beams and columns. Sheet S001 in the first paragraph, we indicate that the contractor is responsible for temporary shoring and bracing. Sheets S100 and S101 indicated the steel beams and columns. Sheet S500 describes the steel beams and columns in detail. A steel moment frame provides lateral force resistance for the existing and new addition building. 8. We have added a detail for the steel canopy on the east side of the building. We are providing only conceptual detailing and prefer that the fabricator fully detail the canopy. As to the fabric canopies on the north side of the building, we are not familiar with the specific methods that might be employed by the fabricator, and we prefer that the fabricator fully detail. The occupant load factor as shown on page G001 is incorrect. Mercantile occupant load factor is / 60 sq. ft. per person not 300 per table 1004.1.2. I have calculated the occupant load of the mercantile area to be 133 persons. Please revise your plans to indicate the correct occupant load. 2. The total allowable area due to the front increase is 13,968 sq. ft. not 22,968. The proposed 10, 398 Type V-13 structure is within the allowable area based on the frontage increase per section 506.3 of the 2015 IBC 3. The plumbing and mechanical portion of this project will be deferred; however the removal of the existing plumbing and mechanical systems will require a permit and should be added to this permit. I will alert the permit center that a plumbing permit and mechanical permit is required to be included for the demo of those systems. On page 5-101 please provide a detail how the Glulam beam at grid line A connects to the HSS 4x4x1/4 that also has the W14x38 steel beam connected perpendicular to the column. What is supporting the other end of that Glulam beam? This same condition is present at grid line D. 18. On page 5-101 how do the 4x 10's attach to the glulam beams at the entry cover? 19. In the structural calculations the 4x 10's are to be # 2 Hem -fir. The structural notes on page 5002 state all other framing members to be Doug Fir # 2 OR Hem -Fir # 1. Please specify that these rafters are to be Hem -fir # or Hem -fir # 1 on the structural page notes (see note 6 on page 5002) for this detail. 20. Are the roof access ladder and the access opening as shown on page Al 00 existing or new? If they are new then please provide a complete framing detail for the opening of the roof access and Doc. ID have the EOR evaluate the attachment of the roof access ladder to the structure that demonstrates compliance with ACSE 7-10 section 4.5.4 loads on fixed ladders. 21. The designer has chosen the Intermediate framing prescriptive method of the 2015 W SEC. This method is described as having R-21 in the walls and the headers as having R-10 insulation yet the headers are full depth headers. Please revise your plans and show compliance with intermediate framing per the definition in the 2015 WSEC. Please have the EOR evaluate the headers sized to except the R-10 insulation. 22. This permit is for a shell building. Will the T.I permit address the daylight zones and lighting for this space? 23. I have included the special inspection forms that will need to be completed and return with your resubmittal as required by the 2015 IBC section 1704.3. Any structural welding performed in a shop shall be an approved fabrication shop compliant with the 2015 IBC section 1704.2.5 and 1704.2.5.1 24. The plumbing, mechanical, and electrical portions of this permit will be deferred. Plans with engineering will be required for the mechanical portion and a complete plumbing riser diagram will be required for the plumbing portion of this project. The purpose of this plan review is to verify code compliance, to the extent possible and reasonable, given the information provided on the plans and the city's plan review resources and capabilities. There are 3 different code sections that pertain to this store regarding whether a sprinkler system is required. 1. The FWRC states (3) In all occupancies, other than groups R 3 and U, where the total floor area included within the surrounding exterior walls on all floor levels, including basements, exceeds 5, 000 square feet. Fire walls, as noted in Section 706 of the International Building Code, shall not be considered to separate a building to enable deletion of the required fire sprinkler system. Exception: Additions to existing buildings, that through alternate materials or methods, do not increase the hazards of the building, as agreed and approved by the building official and the fire code official. 1 2. Because of the allowable frontage increase in section 506.3 of the 2015 IBC. a Type V -B building, non-sprinklered M occupancy, can be 13. 968 sq. ft. in area, of which they are under that and therefore no sprinkler system would be required. 3. 2015 IBC section (FI 903.2.7 Group M.
