Parks Comm MINS 04-04-2019CITY OF FEDERAL WAY PARKS AND RECREATION PARKS AND RECREATION COMMISSION April 4, 2019 Hylebos Conference Room 6:30 p.m. City Hall MEETING MINUTES Present: Chair Laura Belvin, Vice -Chair David Musick, Michael Campsmith, Dawn Coggins, David Berger, Dave Wilson, George Pfeiffer, and Bobby Jennings Excused: Roger Flygare Unexcused: Anthony Murrietta Staff. John Hutton, Parks Director, Steve Ikerd, Parks Deputy Director, Jason Gerwen Parks & Facilities Manager and Mary Jaenicke, Parks Adm. Asst. II. Chair Belvin called the meeting to order at 6:30pm. None PUBLIC FORUM APPROVAL OF MINUTES Commissioner Coggins moved to approve the March Parks and Recreation Commission regular meeting minutes as written. Commissioner Campsmith seconded. Motion passed. COMMISSION BUSINESS PROS Plan Staff Gerwen reported that he has spoken with the Consultant, and they were unable to provide a copy of the PROS plan because there were problems with their computer program. They were having problems with the formatting. This item has been tabled, and has been removed from the April PRHSPS Committee agenda. As soon as Staff Gerwen receives the plan, he will forward the email to the commission. Parks Appreciation Day Signup Commission Coggins compiled a master list with the email addresses of all prior participants and Staff Gerwen sent them an email with information about the event. This master list will also be used for future events. The commission signed up for the site that they wanted to volunteer at. Staff Gerwen spoke about the work that would take place at both of the sites. Chair Belvin requested that staff provide chairs and garbage cans. STAFF REPORTS Blueberry Farm Sub -committee Meeting Update The second sub -committee was held two weeks ago, and they had half the attendance that they had at the first meeting. They finalized the amenities that the community wants to see in the park. Some of the big items are a shed, walking path, additional plants, a sani-can structure similar to what's at Panther Lake, improving the plants and getting pollinators there. A staff meeting has been scheduled to finalize all of the details and have a final plan. Commissioner Berger asked if long term plans have been discussed. Staff Gerwen answered that there has been discussion of the group becoming a 501(c)3. They don't have to do this, but there is a benefit to becoming one. g:\parks comm mtg notes\2019\04-09-2019 minutes.doc Parks and Recreation Commission April 4 2019 Page 2 Wedgewood Park Update Staff Gerwen reported that they are done with the installation; he has one safety concern, and he is meeting with the playground installer and the manufacturer to discuss the issue. The Park should be opened within one week. There is also some final cleanup that needs to take place. OTHER BUSINESS Staff Jaenicke read the list of the Commissioner's whose terms expire at the end of April. If those commissioners are interested in serving another term, they will need to reapply and interview. Chair Belvin inquired about the big staircase; she wanted to know why she didn't hear about it before it was in the paper. She was informed that it's been in discussion since Town Square Park, and has been on Council agendas. Staff Hutton stated that it's a nice amenity and discussed the benefits of the staircase. It's unsure who is going to maintain the staircase at this time, but they are estimating that it is going to take one full-time employee. Vice -Chair Muscik informed the commission that he is resigning. His job is located in Bellevue, and it's difficult to get to the meetings.
