BILL CHRISTIANSON 204 S.W.292"'Street Federal Way, WA 98023 Attn: Mr. Bill Christianson Re: Soils Report Failed Bulkhead Replacement Gentlemen: In compliance with your instructions, we have conducted a soils exploration and bulkhead replacement report for the property located at the above mentioned address. The results of this investigation, together with our recommendations, are to be found in the following report. We have provided three copies for your review and distribution. The results of the site exploration and analysis indicate that a typical concrete bulkhead appears to be the most suitable type of replacement for the existing bulkhead that has failed. Often, because of design and construction details that occur on a project, questions arise concerning soil conditions. We would be pleased to continue our role as geotechnical engineers during the project implementation. MTC also has great interest in providing materials testing and special inspection services during the construction of this project. If you will advise us of the appropriate time to discuss these engineering services, we will be pleased to meet with you at your convenience. We appreciate this opportunity to be of service to you and we look forward to working with you in the future. This investigation was conducted for Mr. Bill Christianson. Authorization: Authorization to perform this exploration and analysis was in the form of a verbal authorization to proceed from Mr. Bill Christianson. Purpose: The purpose of this report and analysis was to determine the various soil profile components, the engineering characteristics of the in-situ soils and to provide criteria for use by the design engineers and architects in preparing or verifying the suitability of the bulkhead design. Scope: The scope of the report and analysis included a review of geological maps of the area and a review of geologic and related literature; a reconnaissance of the immediate site; field and laboratory testing; and an engineering analysis and evaluation of the foundation materials. MTC was not requested to provide an Environmental Site Assessment for this property. Any comments concerning onsite conditions and/or observations, including soil appearances and odors, are provided as general information. Information in this report is not intended to describe, quantify or evaluate any environmental concern or situation. General: The exploration and analysis of the soils conditions reported herein are considered sufficient in detail and scope to form a reasonable basis for the foundation design. Any revision in the plans for the proposed structure from those enumerated in this report should be brought to the attention of the soils engineer so that he may determine if changes in the foundation recommendations are required. If deviations from the noted subsurface conditions are encountered during construction, they should also be brought to the attention of the soils engineer. The soils engineer warrants that the findings, recommendations, specifications, or professional advice contained herein, have been promulgated after being prepared according to generally accepted professional engineering practice in the fields of foundation engineering, soil mechanics and engineering geology. No other warranties are implied or expressed. This report has been prepared for the exclusive use of Mr. Bill Christianson and his retained consultants. Findings and recommendations within this report are for specific application to the proposed bulkhead replacement. All recommendations are according to generally accepted soils and foundation engineering practices. The southern half of the existing bulkhead has failed and is causing rapid erosion of the property that was behind the bulkhead. SUBSURFACE CONDITIONS General Notes: The types of soils materials encountered have been visually classified and are described in detail on the test pit log provided in the Appendix. The results of the field penetrometer and vane shear tests, moisture contents and other laboratory tests are presented on the logs. It is recommended that the logs not to be used for estimating quantities due to highly interpretive results. Description Of In-Situ Soils: The surface of the site is covered with 12 to 18 inches of washed beach sand and gravel to cobble sized rocks that extends in depth from 3"to 18". The soil encountered were relatively consistent and typical of the adjacent shoreline area of Puget Sound. A hardpan layer was encountered beneath the existing beach sand and extends to depths beyond the scope of this investigation. Lines of demarcation represent the approximate boundary between the soil types, but the transition may be gradual. In the absence of foreign substances, it is also difficult to distinguish between discolored soils and clean soil fills. It is recommended that the logs not to be used for estimating quantities due to highly interpretive results. FOUNDATION DISCUSSION AND RECOMMENDATIONS General Notes: Various foundation types have been considered for the support of the proposed bulkhead. Two requirements must be fulfilled in the design of the bulkhead. First, the load must be less than the ultimate bearing capacity of the foundation soils to maintain stability; and secondly, the differential settlement must not exceed an amount that will produce adverse behavior of the bulkhead. The allowable settlement is usually exceeded before bearing capacity considerations become important; thus, the allowable bearing pressure is normally controlled by settlement considerations. Bulkhead Design Recommendations: On the basis of the data obtained from the site and the test results from the various laboratory tests performed, MTC recommends that the following guidelines be used for the net allowable soils bearing capacity for bearing the footings on the native hardpan soils. Net Allowable Bottom of Footing Soils Bearing Depth Capacity 24 inches 6,000 lbs./ft2 Total settlement should be limited to 1 inch total with differential settlement of 3/4 inch. Any excessively loose or soft spots or areas that do not meet the compaction requirements that are encountered in the footing subgrade will require over-excavation and backfilling with structural fill or concrete. In order to minimize the effects of any slight differential movement that may occur due to AubuRN Office 4050AubuRN WAyNoarlr,SATE#5,AubuaN WAslriNgroN 98002 PlronE:(206)850-7797 Fax:(206)850-7890 BoisE Office. 2 30 Sourly CotE Road,Bois IdA110 8 3 709 PIroNE:(208)376.4748 FAX:(208) 3 22.6 5 1 5 M • December 3,1993 • A MATERIALS • Page#6of10 Report# A93190-001 ✓ ENVIRONMENTAL SERVICES TESTING ✓ GEOTECIiNICALSERVICES J CoRPoiTIoN ✓ CONSTRUCTION MATERIALS TESTINq ✓ CONCRETE&AsphhAlT Mix DEsigNs ✓ AppROVEd SPECIAL INSPECTION AgENCy variations in the characters of the supporting soils and any variations in seasonal moisture contents, it is recommended that all continuous footings be suitably reinforced to make them as rigid as possible. CONSTRUCTION CONSIDERATIONS Structural Fill: Structural fill should consist of a 3 inch minus select, clean, granular soil with no more than 3 %fines (-#200) and placed in layers of not more than 12 inches in thickness. Each layer of structural fill should be compacted to a minimum density of 95 % of the maximum dry density as determined by ASTM designation D-1557. For backfill behind the bulkhead, we recommend that beach sand or other free draining soils be used so that it will act to drain away all water from the land side of the bulkhead. Concrete Bulkhead: The concrete for the bulkhead should be I", of 4,000 psi. and should contain 6.0%± 1.0% air. The reinforcement steel should be grade 60 rebar. All lap slices should be a minimum of 24 inches. The size of the rebar should be #4 bars at 12 inches on center in both the horizontal and vertical directions. Lateral Earth Pressures: Lateral earth pressures are dependent upon the backfill materials and their configuration and moisture content. Based on our recommendations and the "Typical Concrete Bulkhead" drawing as designed and illustrated in the appendix the lateral earth, the bulkhead as design is adequate to withstand the lateral earth pressures from the sandy backfill. Geoseismic Setting: This project site is located within a "Zone 3 Area" as per the 1991 edition of the Uniform Building Code. All building structures on this project should be designed as per the U.B.C. Requirement for such a seismic classification. General Comments: When the plans and specifications are complete, or if significant changes are made in the character or location of the proposed bulkhead, a consultation should be arranged to review them regarding the prevailing soil conditions. Then, it may be necessary to submit supplementary recommendations. It is recommended that the service of a qualified soils engineering firm be engaged to test and evaluate the soils in the bulkhead excavation before placing concrete to determine that the soils meet the recommendations. Monitoring and testing should also be performed to verify that suitable materials are used for structural fills and that they are properly placed and compacted.
