Box 112133 Tacoma,WA 98411 RE: Damage Assessment Due to Vehicle Impact at the Everett Residence,Located at 33404 10th Court Southwest, Federal Way, WA 98023; Mutual of Enumclaw Claim No. 04-59737; BCIE Job No. 08087 Dear Mr. Osborn: As per your request of April 24, 2008 BC Investigative Engineers (BCIE) conducted a site investigation on Tuesday, April 29 2008, at the address shown above. The site visit was coordinated in advance with Sharon Cryan (homeowner/insured) and conducted by Jesse L. Binford, PE, Principal with BCIE. PURPOSE: The following report contains BCIE's findings and opinions for the Everett residence deck regarding the damage assessment due to vehicle impact. Recommendations for repairs are included at the end of this report. GENERAL: The Everett dwelling (residence) is a two-story, single-family residence over a daylight basement. For the purpose of this report, the generally rectangular structure is oriented north to south with the main entry on the east side fronting 10th Court East. The approximately 2,470 square foot (sf) residence is located on a 0.18 acre lot on parcel number 9264960750, according to King County Assessor records. On or about April 1, 2008, a vehicle traveling north on 10th Avenue Southwest left the road at a high rate of speed and struck the southeast corner of the residence's deck. The timber framed deck is elevated approximately 8' off the existing grade. It is supported by three 18" long 2"x4" walls that contain either one or two 4"x6" posts. One of the 2"x4"wall supports, located at the southeast corner, was completely destroyed by the vehicle impact causing a partial collapse of the southeast corner of the deck. 3605 C S I REET NORTHEAST • AUBURN, WASHINGTON • 98002 OFFICE 253.833.5557 • FAX 253-833-7309 WWW.BCIE.NET BCIE Job No. 08087 • -2 - • May 2,2008 FINDINGS: 1. The elevated deck is 35'± long by 14'± wide and varies in shape along the length of the deck. The deck is framed with 5/4"x4" cedar decking over nominal 2"x10" joists spaced 16" on center (oc) supported by a nominal 2"x10" ledger along the east exterior wall of the residence and nominal 6"x10" beams along the east side of the deck. The beams are supported by nominal 4"x6" posts that are framed in three 2"x4" wall assemblies. The 2"x4" wall assemblies sit over an 8" wide by 18" long concrete footing. The decks 2"x10" ledger is attached to the residence's east exterior wall with three 16d nails spaced 16" oc through the residence's horizontal lap siding. The deck's guardrail is a 2"x4" wall and contains built-in timber seating and timber framed landscaping planters. The guardrail wall has an exterior T1-11 finish on both sides. 2. The southeast corner of the deck is supported by two 4"x6" posts,which are part of the 2"x4" wall assembly. Each of the 4"x6" posts supports a 6"x10" beam. The vehicle impact completely destroyed the two 4"x6" posts, which were not positively connected to the 8"x18" concrete footing. The loss of support caused the deck to partially collapse at the southeast corner and pulled approximately 10 lineal feet (LF) of ledger away from the residence's east exterior wall at the south end of the deck. The partial collapse of the deck caused the southeast corner to drop more than a foot, which pulled apart guardrail wall framing from around the deck's middle landscaping planter and damaged the top portion of the outermost 6"x10" beam where the beam is supported by the middle 2"x4" wall assembly. This beam supports both the southern most and middle landscaping planters. The partial collapse also pulled the southern guardrail wall top plate away from the residence's east exterior wall. 3. BCIE observed the vehicle impact destroyed the daylight basement's sliding glass door,which is located directly below the deck. BCIE also observed minor cosmetic cracking in a gypsum wallboard (GWB) joint adjacent to the sliding glass door. OPINIONS: 1. It is BCIE's opinion, based upon analysis of our findings, that the deck is in overall fair condition and the damage due to the vehicle impact can be repaired in place. The two 4"x6" posts at the decks southeast corner will need to be replaced and the outermost 6"x10"beam will need to be removed and replaced. The repairs will require that the deck be temporarily supported and releveled by use of small hydraulic jacks. 2. It is BCIE's opinion that the existing deck ledger along the residence's east exterior wall was not adequately attached to the wall and should be strengthened by installing lag screws to adequately fasten the deck ledger to the residence's second floor rim. 3. It is BCIE's opinion that the daylight basement's sliding glass door may be removed and replaced prior to repairs being completed to the deck. Minor indirect damage to the deck may occur as a BCIE Job No. 08087 • - 3 - • May 2,2008 result of the decks releveling. BCIE anticipates that some of the 5/4 cedar decking will pop loose and will need to be refastened to the deck joists. RECOMMENDATIONS: BCIE recommends that the deck be repaired in place and will require the southeast corner of the deck, including the area below the middle landscaping planter, be temporarily shored. The deck releveling will require the use of small hydraulic jacks that are capable of supporting approximately 3,000 pounds (lbs) due to the weight of the framing and landscape planters. The southeast corner landscaping planter weighs approximately 1,000 lbs and the middle landscaping planter weighs approximately 1,200 lbs. BCIE, however, strongly recommends the planters be emptied before starting repairs. The following are BCIE's recommended repairs: 1. Remove and replace the damaged outermost 6"x10" beam with a new 6"x10" pressure-treated (PT) Hem Fir #2 beam. This will require the temporary removal of the top portion of the middle 2"x4"wall assembly. 2. Install two 4"x6"PT Hem Fir#2 posts at the southeast corner. 3. Provide Simpson AC46 (Zmax) post caps to join the 4"x6" posts to both the new and existing 6"x10" beams at the southeast corner and for the two existing 4"x6" posts near the middle of the deck. 4. Provide Simpson AB46 (Zmax) post bases to join the posts at the southeast corner to the existing 8"x18" concrete footings. The post base hardware will require the installation of drilled in place 1/2" diameter Simpson Wedge All anchor bolts. 5. Remove temporary shoring and relevel deck to match original conditions. 6. Reframe the southeast corner 2"x4"wall assembly to match original conditions. 7. Install new exterior finish around the southeast corner 2"x4" wall assembly to match original conditions and repair the isolated damage to the middle 2"x4" wall assembly. Reinstall the top portion of exterior finish. 8. Temporarily remove built-in seating around the middle landscaping planter and provide repairs to the damaged portions of the 2"x4" guardrail wall. This will require the removal and replacement of at least two 2"x4"s on each side of the landscaping planter where the top of the guardrail meets the planter and may require the removal and replacement of the 2"x4" top plates for the guardrail wall to each side of the middle planter. 9. Install lag screws through the deck's 2"x10" ledger and exterior cedar lap siding with two 3/8" diameter by 5"long lag screws spaced 16" oc top and bottom. BCIE Job No. 08087 • - 4- May 2,2008 10. Remove and replace the 2"x4" top plate and vertical 2"x4" for the guardrail at the south end of the deck where it pulled away from the residence's east exterior wall. Repair any damage due to the deck leveling process including refastening of the 5/4x4 cedar decking to the deck's 2"x10" joists or shimming the 2"x10" joists that are not bearing over the nominal 6"x10"beams. Small plastic shims should be used and placed in such a manner that is not readily visible from the exterior of the deck. 11. All 2"x10" joists shall be positively fastened to the nominal 6"x10" beams using Simpson H2.5 (Zmax) clips. CLOSING: This concludes our investigative report for the Everett residence.
