Dear Mr. Keightley:
Earlier this year I requested the City of Federal Way vacate the
a portion of 28th Ave. S. in front of Lots 2 and 3 in Ellenwood
Manor .
I would like to again request this vacation and provide further
background to this situation.
When the Ellenwood Manor was originally platted the turnaround
at the end of 28th Ave. S. and the entire plat was West of the
East side of 28th. This resulted in a turnaround large enough
for code.
Then when Imperial Manor was platted, which makes up the area to
the East of 28th Ave. S. , an additional radius was needed to
the East of 28th Ave. S. inorder to meet the current code
requirements for the turnaround.
This new plat resulted in a turnaround which is 45 ' larger than
necessary due to a straight line running East and West in front
of lot 1 of Ellenwood Manor .
The attached drawings show the areas described.
We propose the cul-de-sac have a standard 50 foot radius around
the center of 28th Ave. S.
The results of this action would be to minimize or eliminate
the costs to the City of Federal Way in finishing the cul-de-sac .
King County was paid to develop this cul-de-sac when it was
sold in bankruptcy a number of years ago. My assumption is
that if King County had not completed the work they were paid to
do prior to Federal Ways incorporation they also probably have not
yet paid the new City of Federal Way to do the work for them.
They probably will not be interested in paying now.

It will also make it easier to build residences on lots 2 and 3
although that is feasible now.
I am joined in this request by the owner of lot 2 of Ellenwood
Manor. My understanding is that the owner of lot 4 will also
write you in favor of this if you desire .

Dear Mr. Shanks:
This letter is to formally request the City of Federal Way vacate the portion of the
cud-de-sac infront of Lots 2 and 3 of Ellenwood Manor and the adjacent
residence to the South., 281st and 28th Ave. S.
The two original plats covering this area were done at separate times . There
resulted in an excessively large turnaround at the end of 28th Ave. S. due to the
addition of a 45 foot long lot added directly to the end of the street. This will
increase the expense of completing the paved turn around area. This paving
was committed to by King County a number of years ago but was not done prior
to Federal Way incorporating.
By vacating this area it will :
1. Minimize the City of Federal Way's costs of hauling in dirt and paving.
2. Prevent the owner of the lot to the south of Lot 3 from having to remove his
existing landscaping and fencing.
3. Allow easier access:o Lots 2 and 3.
