APPROVAL OF MINUTES
The June 5, 2019, minutes;
DISCUSSION: Update on'the City9Center Access Plan
City Traffic Engineer Rick`Perez,delivered the staff report. He went over the background of the project,
the historic issues on South 320'", and existing issues. The city originally started on this project in 2003,
but in 2007, the City Council choose not to pursue it at that time. The project was re -started in 2017. He
reviewed the different alternatives the city has considered. Currently, the city has decided to further
consider Alternatives 2A through 2E. All of them consider different aspects of improving South 324''
Street access. The different alternatives consider a split diamond, grade -separated ramps, an arterial
couplet; and various combinations. Staff has held a number of citizen outreach opportunities (including a
booth at the Red, White, & Blues Festival) and will continue to do so as the proposal are further studied.
There was discussion regarding the current congestion on South 320' and the status of the proposed light.

discussion on the status of traffic and congestion in the city overall. There was more targeted discussion
on travel through the city from west to east. Discussion was held on what role transit, and more
specifically busses, may have in the city's future.
DISCUSSION: Housekeeping Amendments Proposed for the Code
Planning Manager Hansen delivered the staff presentation. He has brought the proposed amendment to
the Commission in draft format in order to keep them informed of what staff is contemplating. He expects
the proposed amendments to change as they are further studied. He explained the reason behind some of
the proposed amendments. Not all will likely move forward. Attorney Orthmann stated that the proposed
change to increase the timeline for a threshold determination to be made is needed because it is almost
impossible for staff to meet the current deadline. In addition, the changeowill make the city consistent
with other jurisdictions. /%!1�
