Policy Question
Should City Council authorize the Mayor to enter into an agreement with the Washington Department of Commerce for grant funds totaling One Hundred Thousand Dollars ($100,000.00) in support
of family shelter and enter into an agreement with Mary’s Place Seattle to provide shelter to Federal Way families?

Background
Washington Legislature appropriated $100,000 for emergency shelter for Federal Way homeless families with children:
“$100,000 of the general fund—state appropriation for fiscal year 2019 is provided solely for a grant to the city of Federal Way for an emergency shelter to serve homeless families with
children.”
Funding is for the FY2019 (July 1, 2018 – June 30, 2019)
Funding responds to a critical, immediate need for shelter for homeless families in Federal Way
Discussions with Washington Department of Commerce May-June 2018
Use of funds for shelter operations and supportive services

Staff considered potential shelter providers and identified two potential options: 1) New Hope Christian Fellowship; and 2) Mary’s Place Seattle
Mary’s Place selected due to record of successfully operating family shelters, while providing comprehensive services
Discussions with Mary’s Place and contract negotiations completed December 2018
Contract transmitted to Council for consideration and action
