Background
Washington Legislature provided $100,000 for emergency shelter for families with children.
Initially, a contract was proposed for Mary’s Place to provide shelter with comprehensive services; they have since withdrawn.
Staff are making the following recommendations for the use of the funds.

Motel/Hotel Vouchers with Limited Services
Funds would be made available for providing immediate shelter to families via hotel/motel stays.
In addition to hotel/motel stays, up to $1,500 may be provided per family to remove barriers to housing.
Staff is recommending between $20,000 and $35,000.

Pre-Development Costs
Funds would be made available for pre-development costs for acquisition and/or property improvement projects.
Staff is recommending $40,000 to $60,000.

Hire Staff for a Community Coordinated Response Collaborative
Funds would be made available for a staff person.
The position would develop a community coordinated response and collaborative group.
Staff is recommending $30,000 to $40,000.

Discussion of Staff Recommendations.
Committee Recommendations:
40% Pre-Development Costs; and
60% Motel/Hotel Vouchers & Support for Families.

Process for Allocating Funds
Per the City’s Contract and Purchasing Manual, a competitive process would be required for the both the hotel/motel funding and pre-development funding.
Staff is recommending a funding process with an aggressive timeline to ensure partners that are awarded funding will have as much time as possible to implement their proposals.
