02-19-2019 SKHHPSouth King Housing and Homelessness Partners (SKHHP) Federal Way City Council February 19, 2019 1 Cooperative undertaking to enhance ability of cities in SKC to meet affordable housing and homelessness needs in South County Ensure availability of housing for all income levels in South King County Based on a model used elsewhere (East King County, Snohomish County, and around the country) Create new staff capacity and new capital fund to develop a range of strategies to develop new housing and preserve existing housing stock Complement the efforts of existing public and private organizations to address housing needs in South King County Purpose 2 2 Federal Way Auburn Burien Covington Des Moines Kent Normandy Park Renton Tukwila King County Initial Partners 3 3 Sphere of Influence 4 4 Joint and Cooperative Undertaking Not a legal entity distinct from the Parties to the ILA Governed by Joint Board (“Executive Board”) from each City: Elected Official City Manager/Administrator County Executive Designated Representative Limitations for cities <5,000 population Additional entities may join in future, subject to Executive Board approval Structure 5 5 Advisory Board appointed by the Executive Board Technical expertise with land use/zoning, housing finance, policy and program design, etc. Public outreach and education Staff Program Manager Housing Specialist Administering Agency Fiscal Agent Support for SKHHP support Operating Framework 6 6 Staffing Capacity to: Create new policies (e.g. zoning, permit fee waivers, ADU, etc.) Create new programs (e.g. preservation strategies, use of public lands, etc.) Secure new resources – Pursue interest from public and private sources, “work” funding processes, and grant writing Help South County speak with one voice on affordable housing & homeless issues and for funding SKC Housing Capital Fund to: Fund preservation (acquisition and/or rehab) of existing affordable housing Fund new development – leverage other funds Areas of Work 7 7 Duration Two (2) Years Automatic renewal Withdrawal Initial two-year term - three (3) months notice Subsequent years - July 1st, effective following January 1st Remain responsible for obligations incurred Termination At any time Majority of legislative bodies of parties to the agreement Agreement Terms 8 8 Budget Year = Calendar Year First Year Approved as part of ILA Subsequent Years Budget and annual work plan recommended by Executive Board NLT June 1st Forwarded to Legislative bodies of Parties Approval and adoption of budget by all Legislative bodies of Parties Approval by Executive Board with (⅔) majority Failure to adopt and/or pay contribution suspends voting on Executive Board Budget 9 9 Questions South King Housing and Homelessness Partners (SKHHP) Federal Way City Council February 19, 2019 10 10
