Citizen Participation Plan –
Purposes
Set forth the policies and procedures for citizen participation regarding use of Community Development Block Grant (CDBG) program funding;
Encourage citizens to participate in the Consolidated Planning process, including planning for fair housing and program reporting;
Outline procedures for approval of the Consolidated Plan (Con Plan) and the Annual Action Plan (AAP); and
Outline procedures for addressing concerns and complaints and for making amendments to either of these plans.

Overall expansion, reordering, and reformatting the document
Additional language about and encouraging public participation, especially regarding fair housing planning
Addition of relocation plan requirements
Additional public meeting and public hearing descriptions
New definitions for changes to the Con Plan and AAP:

Specify timing for public notice, application periods, review periods, public comment periods, and the like

Reason for Amendments
Update the Citizen Participation Plan to be consistent with HUD regulations pertaining to Fair Housing and Relocation;
Clarify publication/public notices and public comment periods for various plans and reporting documents pertaining to the CDBG program; and
Add flexibility and clarity for specific types of changes to the Con Plan and AAP.
