Policy Question
Should the City Council approve the First Amendment to the 2018 Community Development Block Grant (CDBG) Annual Action Plan?

Background
City Council approved the 2018 Annual Action Plan on January 16, 2018.
2018 Annual Action Plan included $103,500 for the Multi-Service Center Villa Capri Door Renovation project including $100,000 for renovation and $3,500 for environmental review.
2018 CDBG funds became available in October 2018.

Background
Project costs increased by approximately $48,000, primarily due to increases in State prevailing wage rates.
Total project costs will be about $178,500 including a total of $151,500 in CDBG funds.
Human Services Commission (HSC) recommended an additional $48,000 at the January 28, 2019 HSC meeting.

Project Impact
Villa Capri includes 86 units of affordable housing.
Preservation of affordable housing is less costly than replacing with new housing stock.
Project will replace all exterior, stairwell/hallway, and laundry room doors with appropriate security and/or fire rated doors.

Available Funding
The playground project at Multi-Service Center was deemed to be ineligible, resulting in $30,000 of CDBG funds being available.
Additional 2018 projects spent less than planned.
Providing additional funding will not impact other projects.
