04-02-2019 Sound TransitPowerPoint Presentation Authorization to Apply for Sound Transit System Access Funds Public Works Department Streets and Traffic Divisions Policy Question Should the City Council authorize staff to apply for grant funding from the Sound Transit System Access fund for two projects supporting access to and from existing and planned Sound Transit Facilities? Background Information Puget Sound voters approved Sound Transit 3 (ST3) in 2016 to dramatically expand Transit facilities in the region. ST 3 included a $100M System Access Fund to be allocated equally among Sound Transit’s five subareas. Jurisdictions within Sound Transit’s service area are allowed to submit up to two applications for funds. The stated goal of the System Access Fund is to help fund improvements that make it easier for riders to get to and from Sound Transit’s stations and facilities as well as facilities Sound Transit serves. Background Information Public Works and Community Development staff reviewed planned Streets Capital and Transportation Improvement Plans and brainstormed potential new projects for eligibility. Two projects stood out for applicability to the grant goal, strength compared to grant evaluation criteria and quality of the project to benefit downtown Federal Way. The first project application is for Pedestrian Pathway Improvements to the Federal Way Transit Center. The second project application is Signalizing the Intersection at 21st Ave S and S 320th St. Pedestrian Pathways The Pedestrian Pathway Improvements Project includes four pedestrian connections. Connection A: Construct a sidewalk on the north side of S 319th St between the Gateway Center Plaza shopping center and 23rd Ave S. Connection B: Construct a sidewalk on the west side of 25th Ave S between the Calvary Lutheran Church and S 322nd St. Connection C: Provide a pathway between S 314th St and S 316th St on the east side of the Performing Arts and Events Center. Connection D: Create a midblock connection between Pete Von Reichbauer Way S and 21st Ave S. This is a new project that would be added to the Streets Capital Improvement Plan/Transportation Improvement Plan. Pedestrian Pathways Map Signalize 21st Ave S The second project will signalize the intersection of 21st Ave S at S 320th St. Project improvements include: Adding a signal at 21st Ave at S 320th St Installing accessible pedestrian push buttons and countdown pedestrian signal heads Installing new crosswalks and a pedestrian refuge island across S 320th St Incorporation of the intersection into the Adaptive Program This project is currently identified in the Streets Capital Improvement Plan but not funded in the 6-year Transportation Improvement Plan. Signalize 21st Ave S Map Status and Next Steps Staff developed preliminary estimates and project details needed to submit project eligibility screening forms on March 11th, 2019. On March 18th, 2019, both projects were determined as eligible projects to receive funds. If authorized to apply for System Access Funds, staff will prepare applications for both projects to submit by the April 12, 2019 application deadline. Options Considered Authorize staff to apply for Sound Transit System Access funds for two projects supporting access to and from existing and planned Sound Transit Facilities and return to Committee and Council if funds are awarded. Do not authorize staff to apply for Sound Transit System Access funds and provide direction to staff. Mayor’s Recommendation The Mayor recommends Option 1 to authorize staff to apply for Sound Transit System Access funds. Questions?
