04-16-2019 Police Officer's GuildProposed Collective Bargaining Agreement with the Federal Way Police Guild City Council Meeting April 16, 2019 1 Background Agreement expired December 31, 2018. This proposed agreement would cover the period of January 1, 2019 to December 31, 20121. The Guild members have ratified the terms of this agreement subject to Council approval. 2 2 Key Points of Bargaining Agreement Wages HRA VEBA contribution by City Additional floating holiday starting in 2020 WA Paid Family Medical Leave Increase Guild Bargaining Team from 3 to 4 people Expanded list of items eligible for reimbursement City agrees to not impose discipline based solely on a coroner's inquest finding Paid jury duty increased to be consistent with other employees 3 3 Wages Effective 1/1/2019: 2% increase Effective 1/1/2020: 1% increase Effective 7/1/2020: 2% increase Effective 1/1/2021: 1% increase Effective 7/1/2021: 2% increase Total Increase During Contract: $1.68 million (including wages and other compensation) Total Cost of Compensation for Guild: $35.5 million (Including wages and other compensation) 4 4 HRA VEBA The City agrees for the life of this contract only to contribute $500 per year per member to an HRA VEBA account. Annual cost is estimated at $56,500. Total cost for contract is estimated at $169,500. 5 5 Additional Floating Holiday Effective 1/1/2020, the number of floating holidays for Guild Members will increase from 2 to 3. Guild agrees to change minimum staffing requirements to give the City discretion to reduce minimum staffing for holidays when appropriate. 6 6 WA Paid Family Medical Leave The Guild agrees that employees will pay the employee portion of the tax. The parties will continue to negotiate this item. 7 7 Reimbursement Items Change in method of processing claims to have employees hold receipts until the annual cap is reached so that City only has to process a single check per employee per year. Expand list of reimbursable items to include firearms and sights. 8 8 Coroner’s Inquest Findings King County has drastically modified the traditional scope and process used to conduct inquests. Many police guilds are concerned with what they see as overt politicization of the process. City agrees to not impose corrective or consequential discipline against an employee based solely on the findings of an inquest. City will base such actions only on its own investigations. This is not a change to our past practice. 9 9 Jury Duty Increased number of paid jury duty days to 80 hours (from 40 hours), consistent with other City employees. 10 10 Mayor’s Recommendation Approve the 2019-2021 Collective Bargaining Agreement with the Federal Way Police Guild and authorize the Mayor to execute said agreement. 11 11 Questions? 12 12
