Task Order 2
Pursuant to the
PROJECT ADMINISTRATION AGREEMENT
BETWEEN THE CITY OF FEDERAL WAY AND SOUND TRANSIT
FOR THE TACOMA DOME LINK EXTENSION PROJECT(GA 0167-18)
This Task Order is issued under the Project Administration Agreement between the City of Federal Way
(City) and Sound Transit executed on February 27, 2019 (GA 0167-18) (Agreement). This Task Order
establishes the scope, schedule, and budget for services provided by the City to support Sound Transit in
critical coordination activities through the completion of environmental review. The City agrees to
perform the services in the manner set forth in this Task Order. The terms and conditions of the Project
Administration Agreement are incorporated by reference into this Task Order.
This Task Order shall be effective as of the r+- ;gned by Sound Transit.
Project Description. Work during the environmental review phase will support Sound Transit's
development of Draft and Final Environmental Impact Statements (DEIS/ FEIS) and the refinement of
the design as Sound Transit responds to comments received during the environmental scoping period
and works to avoid, minimize, or develop mitigation strategies for impacts identified. This Task Order
consists of the TDLE project being advanced by Sound Transit for the purposes of planning, design, and
construction. In addition, the City will work with Sound Transit to identify permits required resulting
from implementation of the the TDLE project, as well as relevant City code requirements and any
potential for code requirements that may be in conflict with the proposed project.

Attachment 1: TDLE Scope of Work.
Task 1: Project Administration
1.1. Coordination and Communication.
The key purpose of coordination and communication during this phase is to work collaboratively
with Sound Transit on planning and design issues for the TDLE project. Activities include
participating in regularly scheduled (as needed bi-weekly or monthly) project coordination meetings
with Sound Transit and preparing for and/or following up on key topics to advance resolution of
issues. Also included, is identification of and discussion regarding projects and/or proposals (e.g.,
utility, public works projects, or private development projects)that present partnership
opportunities or the potential to conflict with the project.
Deliverables
• Attend Sound Transit project coordination meetings.
1.2. Management and Administration.
The key purpose of this task is to provide accurate and timely project administration. This task will
be continuous throughout the duration of this phase and includes the City's work necessary to set
up and prepare quarterly invoicing, monitoring and reporting progress, preparing for future Project
phases, and providing overall project coordination.
Deliverables
• Provide quarterly invoicing and progress reporting and on-going project management
activities.
1.3. Agreements.
The key purpose of this task is to interface with Sound Transit and provide for timely approval of
task orders and other relevant agreements that may be identified as required or desired during the
course of this phase of the Project. In the event other agreements are identified for completion
during this phase of the Project, this task will be used by the City for all coordination and other
activities associated with such agreements, letters of concurrence, or other instruments.
Deliverables
The City will work with Sound Transit to develop a Task Order for future phases of the
project. This work is anticipated to occur near the end of the environmental review
process.
Task 2: Design and Document Review
2.1. Coordination of Citv Environmental Document Review.
As a cooperating agency with Sound Transit and the Federal Transit Administration (FTA), the City
will be afforded the opportunity to review administrative drafts of the TDLE Project's NEPA/SEPA
documentation and provide feedback on the same to Sound Transit. Sound Transit will notify the
City two (2) to four(4) weeks in advance of providing project environmental documents to the City
and the City will perform a review of the EIS and return unified and coordinated comments from all
relevant City departments within twenty one (21) days. If for any reason the City requires additional
review time the City will notify Sound Transit as soon as possible.

This activity will cover review of two separate environmental documents—a DEIS and subsequent
HIS for the TDLE Project,which will be prepared pursuant to NEPA/SEPA. Reimbursement pursuant
to the terms of the Project Administration Agreement for this activity will only be approved for time
spent by the City's Designated Representative (or his or her designee) who will be charged with
consolidating and reviewing all City comments as part of preparing a set of unified City comments to
provide to Sound Transit. No reimbursement of individual subject matter experts or technical staff
at the City will be approved as part of this activity.
Deliverables
• Review and provision of consolidated City comments, including all relevant discipline
groups, of the TDLE Project's Draft EIS and Final EIS.
2.2. Review of Other Protect Documents.
This task includes City discipline review for project documents prepared in support of the EIS
process, including technical memoranda, feasibility studies, basis of design reports, or other
documents prepared for which City review is desired by Sound Transit in order to efficiently
advance project development. The City will perform its review of documents and will provide
consolidated comments back to Sound Transit based on the review and within the timeline
requested by Sound Transit, which will be commensurate with the length and complexity of the
document being reviewed. If for any reason the City requires additional review time the City will
notify Sound Transit as soon as possible.
2.3. Over the Shoulder(QTS) Design Review.
The key purpose of OTS review during this phase is to ensure that the TDLE Project design is
consistent with City codes and regulations. Close coordination, through the regularly scheduled
meetings referenced in 1.1 and additional meetings as needed, will be necessary to advance,
review, and communicate design developments with project team members and to seek feedback
or concurrence from the City.
2.4. Formal Submittals.
This phase of the Project will likely include three formal design submittals: an "Interim" conceptual
design submittal taking place during the DEIS preparation process, an "Advanced" conceptual
design submittal, and a Preliminary Engineering (PE) design submittal taking place during the HIS
preparation process. As part of these submittals, City staff will review the conceptual design
submittal and associated reference drawings, as well as other information submitted as part of the
basis of design. City review of formal submittals is intended to ensure that the Project design is
consistent with City codes and regulations. Sound Transit will notify the City two (2) to four(4)
weeks in advance of providing design review packages to the City and the City will perform a review
of the packages and return unified and coordinated comments from all relevant City departments
within thirty (30) days. If for any reason the City requires additional review time the City will notify
Sound Transit as soon as possible.
Deliverables
• Submit consolidated and coordinated comments on the "Interim" conceptual design
submittal, the "Advanced" conceptual design submittal, and the PE conceptual design
submittals.

Task 3: Planning and Station Design Coordination
3.1. Station Access Improvements.
The purpose of coordination between the City and Sound Transit during this phase is to support
definition of potential strategies and projects to provide for safe and convenient multi-modal access
to the stations. This could include technical analysis of needs and gaps, interagency workshops, and
conceptual design development of access improvements (vehicular and non-motorized) within the
project footprint as well as in the broader access shed. Modes to be covered include, but not be
limited to bus, pedestrian, and bicycle, and passenger drop-off facilities.This work will be closely
coordinated with 3.2 Transit Oriented Development and Urban Design.
Deliverables
• Participation in meetings and workshops to develop access concepts at and in vicinity of
stations.
3.2. Transit Cl if rite cl Uevelopinent (TOD) and Urban Design.
The purpose of coordination between the City and Sound Transit during this phase is to identify and
incorporate TOD principles into the Project's conceptual and preliminary engineering design. This
could include technical analysis, interagency workshops, and development of urban design
frameworks that define the interface of Sound Transit's project with the surrounding urban fabric to
support TOD. It could also include planning support for joint development or redevelopment of
potential future surplus property in accordance with City and Sound Transit policy. This work will be
closely coordinated with 3.1 Station Access Improvements.
Deliverables
• Participation in meetings and workshops to develop urban design concepts and
frameworks for stations.
• Review and execution of memos of concurrence with urban design drawings,
documents, and technical studies produced through the project.
3.3.Joint Projects or Partnerships.
The task covers the need for coordination on potential joint projects or partnerships, third party
projects (private, WSDOT, utility)that require Sound Transit-City collaboration, or additional project
elements that need to be incorporated into the Sound Transit Project. Said joint projects or
partnerships will be further defined and responsibilities outlined under separate task orders or
agreements.
Task 4: Preliminary Permitting Coordination
4.1. Establish Permit Process.
A key activity during this project phase is to jointly develop and approve a preliminary permitting
plan that supports the project schedule and provides the City with the information and time needed
to provide approvals. City and Sound Transit staff will work together to establish mutually
agreeable procedures and to streamline processes where possible.

Task 5:Support Project-related Public Outreach Efforts
5.1. Participate in Planning Public Outreach Efforts,
Under this task, the City will provide assistance to Sound Transit, as required, in planning outreach
activities to local stakeholders. This may include strategizing about effective outreach, identifying
communities where efforts should be targeted, assisting in preparing materials, and other
assistance, as requested.
