Background
Washington Legislature provided $100,000 for emergency shelter for families with children.
Initially, staff proposed providing funds to Mary’s Place for sheltering Federal Way families.
Council requested an alternate plan.
Following a competitive process, Council allocated the funds, providing:
$60,000 to the Multi-Service Center for the provision of immediate shelter options via hotel/motel stays with services; and
$40,000 for FUSION for predevelopment costs to establish shelter for families in Federal Way.

Implementation of Projects and Expenditures
FUSION and Multi-Service Center began work immediately in March to implement their projects.
Both agencies will provide final reports and outcomes in June.

FUSION: Establishing family shelter
FUSION completed a feasibility study with some components still in the process.
FUSION anticipates spending as much as $31,000, though it may be slightly more or may be less.

Multi-Service Center: Motel Stays with Services
Multi-Service Center served 15 Federal Way families experiencing homelessness.
Incurred costs exceeding the $60,000 grant. This was due to higher than anticipated motel costs. MSC continued serving families despite incurring costs that would not be reimbursed.

Recommendation for Council Action
Staff recommends amending the agreements based on FUSION’s final expenditures, allowing the Multi-Service Center to use the remaining money.
