PSERN (Puget Sound Emergency Radio Network) will be taking over soon. Decatur High School is located in Police “Sector One” which is a long standing problem area for 800MHz portable radio coverage. An Officer’s “portable” radio has effectively no coverage inside Decatur High School without a DAS. History Continued In 2008, after an incident in Decatur High School, a DAS was installed into the main administrative/classroom building. In 2014 the original DAS unit was replaced. In 2019 King County turned off the DAS due to interference within the greater radio system (the donor site is located by Sequoyah Middle School.) Fire Code requires all new buildings to meet certain minimum signal strength and coverage otherwise a DAS is required (FWHS/PAEC) Solution to Current Problem Three Options: Build a tower at Decatur High School. Get signal from another location and use fiber to transmit Decatur High School. Mobile repeater inside Police car. Chosen option: Use City Hall as a “donor site.” Use fiber to transmit signal to Decatur High School. Will support new PSERN “P25” digital radio system. Costs Federal Way School District splitting costs 50/50. Equipment (for approval tonight): (1) Comba PS Fiber Master (2) Comba PS Fiber Remote (1) Battery Backup Miscellanious antenna and supplies. 43 hours of labor Sub Total: $32,523.72 With 10% Tax & 10% contingency: $39,353.70 Other Project Costs Comcast I-NET fiber build into Decatur High School. $15,000 Run additional fiber at City Hall between floors. $1,500 School District is hiring their own contractor for fiber build inside Decatur High School. Cost unknown Total Costs Total estimate of all known costs including tax and contingency: $55,853.70* City’s portion: $27,926.85* *Will change when School District gets total for their fiber work at Decatur High School. Funding Source Original memo indicated Police salary savings. Chief Hwang and Finance Director Ariwoola are recommending Police radio capital reserves. PSERN will alleviate near-term Police radio replacements. Little to no ongoing M&O – no change from current system. Decatur High School Gymnasium Additional building not currently covered with DAS (no 800MHz portable radio coverage). Due to complexity of the floor layout and building structure, King County will engineer the solution. Will be an additional cost and possibly require light construction. Timeline Early September completion for Decatur main administrative/classroom building. Could be sooner, but currently 3-week lead time on equipment. End of year completion for Decatur gymnasium.
