Proposed Collective Bargaining Agreement with the Federal Way Lieutenants’ Association

Background
Agreement expired December 31, 2018.
This proposed agreement would cover the period of January 1, 2019 to December 31, 2021.
The Lieutenants members have ratified the terms of this agreement subject to Council approval.
Key Points of Bargaining Agreement
Wages – consistent with Guild wage increases
HRA VEBA – city will set up an account for mandatory contribution by union members
Clarified bereavement leave consistent with Guild
Expanded list of items eligible for reimbursement and streamlined method of processing reimbursement claims
Paid jury duty increased to be consistent with other employees
Wages
Effective 1/1/2019: 2% increase
Effective 1/1/2020: 1% increase
Effective 7/1/2020: 2% increase
Effective 1/1/2021: 1% increase
Effective 7/1/2021: 2% increase
- Total Increase During Contract: $196,223 (including wages and other compensation)
- Total Cost of Compensation for Lieutenants for duration of contract: $5.92 million (Including wages and other compensation)
Deferred Compensation Match
Effective 1/1/2020: Match up to 1% of monthly base rate of pay.
Effective 1/1/2021: Match up to 2% of monthly base rate of pay.
HRA VEBA
The City agrees to establish an account where each union member will be required to contribute $25 pre-tax per month.
This contract does not provide for a City match to the member’s contribution
Bereavement Leave
Clarified that after the standard bereavement leave for immediate family or domestic partner of 30 hours, the employee is entitled to use an additional 30 hours of sick leave.
Additionally, upon approval of the Chief, another 20 hours of sick leave may be used when a death occurs to a member of the employee’s immediate family or domestic partner.
Reimbursement Items
Change in method of processing claims to have employees hold receipts until the annual cap is reached so that City only has to process a single check per employee per year.
Expand list of reimbursable items to include firearms and sights.
Mayor’s Recommendation
Approve the 2019-2021 Collective Bargaining Agreement with the Federal Way Lieutenants’ Association and authorize the Mayor to execute said agreement.
