09-17-2019 KC Regional Homelessness Authority1 PROPOSED KING COUNTY REGIONAL HOMELESSNESS AUTHORITY DISCUSSION 1 PROPOSED KING COUNTY REGIONAL HOMELESSNESS AUTHORITY DISCUSSION 2 Background On September 4th, a proposal was announced to create a King County Regional Homelessness Authority. Featured at the press conference was King County Executive Dow Constantine, Seattle Mayor Jenny Durkan, Sound Cities members and other representatives working on homelessness issues. 2 PROPOSED KING COUNTY REGIONAL HOMELESSNESS AUTHORITY DISCUSSION 3 The proposed King County Regional Homelessness Authority will oversee policy, funding, and services for people experiencing homelessness countywide. The legislation includes a Charter that authorizes the creation of the new Public Development Authority (PDA) to administer and oversee regional homelessness efforts. The legislation is now before the King County Council and Seattle City Council. 3 PROPOSED KING COUNTY REGIONAL HOMELESSNESS AUTHORITY DISCUSSION 4 Inter-Local Agreement The legislation also includes a proposed Interlocal Agreement (ILA) so that other cities in King County may participate. Also established are a Governing Board and Steering Committee. 4 PROPOSED KING COUNTY REGIONAL HOMELESSNESS AUTHORITY DISCUSSION 5 Purpose The Steering Committee confirms Governing Board appointees, removes Governing Board members for cause, and confirms or rejects annual budgets. 8 Member Steering Committee King County Executive and a King County Councilmember Seattle Mayor and a Seattle City Councilmember Up to two Sound Cities Association members Two people with lived experience of homelessness. 5 PROPOSED KING COUNTY REGIONAL HOMELESSNESS AUTHORITY DISCUSSION 6 11 Member Governing Board Hires, fires, and reviews performance of Executive Director. Members are experts who provide guidance, management, PDA oversight and confirmed by the Steering Committee. Three members who have lived experience of homelessness (The Steering Committee’s 2 members with lived experience will jointly appoint 3 Governing Board members). The KC Exec, County Council, Seattle Mayor, and Seattle Council each appoint two members (8 total). 6 PROPOSED KING COUNTY REGIONAL HOMELESSNESS AUTHORITY DISCUSSION 7 Concerns We were not contacted about this initiative or the press conference in advance by the KC Exec, Seattle Mayor or Sound Cities Association (SCA) leadership. The SCA President, Vice-President and Mayor Ferrell, board member, were not aware of the proposal, though the proposed structure has a significant role for the organization. 7 PROPOSED KING COUNTY REGIONAL HOMELESSNESS AUTHORITY DISCUSSION 8 Concerns The absence of collaboration on an initiative for one of the significant issues facing our region. The proposal includes a Charter authorizing the creation of a new Public Development Authority (PDA) and an Interlocal Agreement (ILA). Our city did not have input before the press conference on the Charter as well as the ILA, a critical mechanism for cities to participate. 8 PROPOSED KING COUNTY REGIONAL HOMELESSNESS AUTHORITY DISCUSSION 9 Concerns At the time of the press conference, the drafts of the Charter and Inter-Local Agreement had not been officially shared with the City of Federal Way.
