Many lessons learned.
Unable to safely clear snow with parked/abandoned vehicles
Property owners confused on who clears snow and ice from sidewalks.
Goal: Improve snow and ice response operations and clarify responsibilities between city and private property owners related to snow and ice clearing.

Proposed Ordinance
“Snow Alert” declaration
Police can tow parked or abandoned vehicles on snow routes and at City facilities.
Property owners responsible for snow/ice removal on adjacent sidewalks/walkways.
Illegal to dump plowed snow from private properties onto public rights-of-way.

Options Considered
Approve the proposed ordinance to add new sections to the Federal Way Revised Code related to snow and ice.
Reject the proposed ordinance and provide direction to staff.
