Policy Question 2 2 3 Background Sept 26, 2019, City received a “Notice of Intent to Annex” petition from William & Patti Pruett, owners of Parcel A Represents 16% of total land value of land to be annexed Total proposed area for annexation – 7 parcels (A-G) totaling 21.44 acres 2 4 Location North and adjacent to S. 320 St. East of I-5 West and adjacent to 32nd Ave S. South of 316th St. 3 If annexed, the property is proposed to be used by the Pape Group to sell and service Kenworth vehicles Proposed Use 4 5 Pre-annexation Comprehensive Plan Designations 6 5 7 Existing Uses Parcel A –Single Family House Parcel B – Vacant Parcel C – Vacant Parcel D – Duplex Parcel E - Single Family House Parcel F - Single Family House Parcel G - Vacant 6 Applicant meets with City Officials and staff to discuss annexation. Applicant submits the 10% petition. City Council holds a public meeting to accept/deny the petition. If Council accepts the 10% petition, the applicant submits the 60% petition. Petition Annexation Process 7 8 If Council decides to accept the 60% petition, a public hearing is held. After the public hearing, a Notice of Intention to Annex is submitted to the Boundary Review Board (BRB). The BRB holds a public hearing. City annexes the property by adopting an Ordinance. Petition Annexation Process 8 9 Action is not a vote to annex or not annex. Action only to accept, modify, or not accept the 10% petition. Action Required 9 10 Will the City accept, reject, or geographically modify the proposed annexation area boundaries? Will the City adopt interim or initial comprehensive plan and zoning map designations? Will the City require the annexed area to assume their proportion of existing City indebtedness? Action Required 10 11 That the City Council accept the 10% petition and authorize circulation of the formal (60%) annexation petition; That the City Council require assumption of the property's proportionate share of the City’s outstanding bonded indebtedness.
