11-15-2019 Ord - Amending Title 19Proposed Ordinance Amending Title 19 of the FWRC to add Surface and Stormwater System Development Charges (SDCs) Public Works Department Surface Water Management Division (presentation by Theresa Thurlow) 1 Policy Question Should City Council adopt a proposed ORDINANCE adding a new chapter to Title 19 FWRC relating to the assessment of Surface and Stormwater Utility System Development Charges (SDCs)? 2 2 SWM Utility - What is it? Storm and Surface Water (SWM) Utility authorized by Chapter 35.67 RCW Established by City Federal Way Ordinance 90-32 Services Flood reduction and control Drainage system Regional ponds Clean Water Act Compliance NPDES Permit Water Quality Habitat Conservation and Restoration 3 Similar to sewer service, water service, power service, SWM Utility is a service to the residents of Federal Way. When established in 1990 the Service was to remove rainfall runoff and reduce/prevent flooding. 3 4 Drainage system – transports rainfall runoff from roads/structures to local waterways Drainage system installed initially to reduce/prevent flooding of pipes, catchbasins, ponds, vaults, and other structures that carry water from the street to nearby waterways. 4 5 Impervious Surfaces affect System Capacity For instance, the downtown core has pipes ~72” diameter, although most of the City is 18 to 36” 5 Development creates more Impervious Surfaces 6 2007 2017 Example of impacts to impervious surfaces. Picture on the left is 2007, picture on the right is 2017 6 System Development Charge One-time fee paid at the time of development / redevelopment Provides equity between existing and new customers Provide a source of capital funding as growth occurs Equitable distribution of costs associated with a growing demand on the City’s SW system 7 How an SDC would be applied 8 How ESU works 1 unit = 3200 sf 13.75 ESUs SDC = $13,489 Assume this property wants to add another building and expand it’s parking lot. If they increase the hard surfaces as shown, their SDC would be $15,441 8 Comparison of 2019 SWM SDC Charges in the Region 9 $981/ESU $1,703/ESU $1,320/ESU $1,342/ESU $1,787/ESU Even after the 2021 rate increase we will be below most of the region’s SWM Charges.
