Storm and Surface Water (SWM) Utility authorized by Chapter 35.67 RCW
Established by City Federal Way Ordinance 90-32

Similar to sewer service, water service, power service, SWM Utility is a service to the residents of Federal Way. When established in 1990 the Service was to remove rainfall runoff
and reduce/prevent flooding.

Drainage system – transports rainfall runoff from roads/structures to local waterways
Drainage system installed initially to reduce/prevent flooding
of pipes, catchbasins, ponds, vaults, and other structures that carry water from the street to nearby waterways.

For instance, the downtown core has pipes ~72” diameter, although most of the City is 18 to 36”

One-time fee paid at the time of development / redevelopment
Provides equity between existing and new customers
Provide a source of capital funding as growth occurs
Equitable distribution of costs associated with a growing demand on the City’s SW system
