The 2015 IRC permits prescriptive conventional wood construction without engineering provided the scope, limitations, and restrictions prescribed in the International Residential Code are strictly followed. The design that was submitted does not meet the parameters of the prescriptive methods of construction provided by the IRC, and therefore,your design will be required to be evaluated by a licensed structural engineer or architect or will need to be drawn to meet the prescriptive parameters of the IRC. I have included the code sections below for your review: 2015 IRC section R301.1 Application. Buildings and structures,and parts thereof, shall be constructed to safely support all loads, including dead loads, live loads,roof loads,flood loads, snow loads, wind loads and seismic loads as prescribed by this code. The construction of buildings and structures in accordance with the provisions of this code shall result in a system that provides a complete load path that meets the requirements for the transfer of loads from their point of origin through the load-resisting elements to the foundation. Buildings and structures constructed as prescribed by this code are deemed to comply with the requirements of this section. 2. Buildings in seismic zone D are required to have reinforcing steel placed in the footing and the wall. There is no reinforcing steel shown on your plans. R403.1.3 Seismic reinforcing. Concrete footings located in Seismic Design Categories DO, D1 and D2, as established in Table R301.2(1), shall have minimum reinforcement. Bottom reinforcement shall be located a minimum of 3 inches(76 mm)clear from the bottom of the footing. In Seismic Design Categories DO, D1 and D2 where a construction joint is created between a concrete footing and a stem wall,a minimum of one No. 4 bar shall be installed at not more than 4 feet(1219 mm)on center. The vertical bar shall extend to 3 inches(76 mm)clear of the bottom of the footing, have a standard hook and extend a minimum of 14 inches(357 mm) into the stem wall. The vertical bar shall extend to 3 inches(76 mm)clear of the bottom of the footing and have a standard hook. 3. There are no braced wall panels on your plans that were submitted. Please show braced wall panel lines with accompanying end wall hold downs in compliance with chapter 6 of the 2015 IRC. R602.10 Wall bracing. Buildings shall be braced in accordance with this section or, when applicable, Section R602.12. Where a building, or portion thereof, does not comply with one or more of the bracing requirements in this section,those portions shall be designed and constructed in accordance with Section R301.1. 4. You show no beam sizes on your plans for window or door openings. Please revise the plans to show beam sizing and placement compliant with IRC 602.7. The purpose of this plan review is to verify code compliance,to the extent possible and reasonable,given the information provided on the plans and the city's plan review resources and capabilities. In no way does any city approval constitute a guarantee of code compliance; authorize any work in violation of any applicable codes; or relieve the owner of responsibility for complying with pertinent codes and ordinances. Provide 2 sets of the corrected drawings and complete the enclosed resubmittal form. Revised or resubmitted plans shall be provided in the same format, size, and amount as the originally submitted plans.
