Creation of an IT Department

Should the City Council approve the proposed ordinance creating an Information Technology Department?
Background
IT is currently a division of the Mayor’s Office and is managed by an IT Manager.
The Mayor concludes that given the workload of IT, IT’s relative budgeting level compared to city departments, and current and future staffing levels needed to support city departments
and programs, IT should be designated as a city department to be managed by a director.
Proposed Ordinance
Modifies the Federal Way Revised Code (FWRC) to delete references to the IT division and creates a new chapter, 2.16 related to an IT Department

IT Department shall provide, or manage the provision of:
information system services
communication services
GIS services
procurement and maintenance of related hardware for the city
Proposed Ordinance, cont.
Director will be appointed by the Mayor with the approval of Council.
The IT Director will be responsible for:
directing city information system programs and operations
developing strategic plans, standards, policies, and procedures applicable to city information processing and technology
technology planning, needs assessment, troubleshooting, purchase and implementation of business applications, voice and data communications, infrastructure software and hardware, and
managing professional and technical staff.
