1. CALL MEETING TO ORDER
Mayor Ferrell called the meeting to order at 6:38 p.m.
City officials in attendance: Mayor Jim Ferrell, Deputy Mayor Susan Honda, Councilmember Lydia
Assefa-Dawson,Councilmember Jesse Johnson,Councilmember Hoang Tran, Councilmember Mark
Koppang, Councilmember Martin Moore, and Councilmember Linda Kochmar.
City staff in attendance: City Attorney Ryan Call and City Clerk Stephanie Courtney.
2. PLEDGE OF ALLEGIANCE
Mayor Ferrell asked local Federal Way St. Luke's Boy Scout Troup#307 to lead the flag salute.
3. PRESENTATIONS
a. Police Department- Promotional Swearing-In Ceremonies
Police Chief Andy Hwang introduced and provided a brief background on the three officers
who have been promoted. He announced Officer Shaun Daniels and Officer Casey Krusey
have been promoted to Lieutenant and Lt. Ray Bunk has been promoted to Commander.
Mayor Ferrell administered the oaths of office and congratulated the officers.
b. Proclamation— National Mentoring Month —January 2020
Deputy Mayor Honda read and presented the proclamation to Jennifer Youngblood,
Operations and Programs Manager and Susan Rund, Mentor Recruiter representing
Communities in Schools. Ms. Youngblood and Ms. Rund accepted the proclamation and
thanked the Mayor and Council for both recognizing the importance of mentoring in schools
and the city's support over the years.
Ms. Rund and her mentee both spoke to illustrate the importance and their powerful friendship
and connection developed over six years together in the program.
c. Youth Commission Update
Iris Hamilton, Youth Commission Chair, was joined by the other members of the Youth
Commission to present an update on the Commission and their successes including a
scholarship program and volunteering at city events.

d. Mayor's Emerging Issues and Report
Appointment of new State Representative Councilmember Jesse Johnson
Mayor Ferrell reported the King and Pierce County Councils met jointly at Cit Hall on
January 13 and unanimously voted to appoint Jesse Johnson to fill the 30t District
State Representative seat vacated by Kristine Reeves.
Mayor Ferrell and Councilmembers congratulated Councilmember Johnson and
collectively stated they look forward to working with him in this new role.
Councilmember Johnson stated it has been an honor to serve the community as the
youngest elected Councilmember in city history, and is looking forward to continuing to
work for the the 30th District as a State Representative in Olympia. He is working with
the Mayor and Deputy Mayor on a transition plan as he will step down from his role as
City Councilmember.
City Council Annual Retreat
Mayor Ferrell announced the Annual City Council Retreat is scheduled for Saturday,
February 1, 2020 at Dumas Bay Centre. The doors open at 8:00 am; the meeting
begins at 8:30 a.m. The agenda for the meeting is currently being finalized and will be
published prior to the meeting.
Community Events
Mayor Ferrell reported on his attendance at recent events in the community including
the release event on January 10 at the PAEC for the Up for Growth report on under
production in Washington State. Up for Growth National Coalition mission is to
improve quality of life for working families and individuals and creates communities
that are accessible and affordable for all.
He also attended the Washington State Supreme Court Arguments regarding
Sewer/Water Tax in Olympia on January 16; he noted it was an interesting process
and the city is hopeful for a positive decision in 3-6 months. The Mayor recently held a
Facebook Live Town Hall Meeting on January 17 which was a good opportunity to
hear from people; this will be posted on his Facebook and the city YouTube channel.
Mayor Ferrell announced the city would have two spring Neighborhood Connection
meetings; and reported on the successful MLK Jr.Annual Food Drive at area grocery
stores. He gathered along with Councilmember, Commissioners and volunteers to
collect food for the Senior Center. He thanked organizer Jeri-Lynn Clark and the
grocery stores for supporting the event.
He noted the recent 13th Korean American Day Celebration was held at the PAEC on
January 18 and showcased many talented groups. He thanked Thomas Jefferson
High School students and the Diversity Commission for the amazing MLK Jr.
celebration on Monday, January 20 also held at the PAEC.

Finance, Economic Development Regional Affairs Committee (FEDRAC)
Councilmember Tran reported the first meeting will be January 28 at 4:30 p.m. in
the Hylebos Conference Room.
Lodging Tax Advisory Committee (LTAC)
Councilmember Assefa-Dawson noted the meeting is scheduled for tomorrow.
Land Use/Transportation Committee (LUTC)
Councilmember Koppang reported on the first LUTC meeting of the year which
included a sidewalk completion project near Dash Point Road and Sacajawea Middle
School. Other items discussed were panhandling signage and airport issues.The next
meeting will be the first Monday of February.
Parks/Recreation/Human Services/Public Safety Committee (PRHSPS)
Councilmember Johnson provided a brief reported noting the meeting was canceled
due to the weather. Items which are time sensitive are on tonight's agenda and the
remaining items will be held over for the February meeting including the quarterly
crime update provide by Chief Hwang.
Regional Committees Report (PIC) Public Issues Committee for Sound Cities
Deputy Mayor Honda reported the Public Issues Committee meeting for Sound Cities,
which represents 38 cities excluding Seattle was canceled. The next meeting would
be February 12.
Deputy Mayor Report
Deputy Mayor Honda noted the current vacancies for the city volunteer commissions
including Arts, Civil Service, Diversity, Parks and Recreation, and Youth Commission.
Applications will be reviewed on January 31. Applications and more information are
on the city website or contact the City Clerk's Office.
She further reported on the Board of Health meeting she attended which is forwarding
five (5) Resolutions to the State. She encouraged everyone to attend the upcoming
Council Retreat at Dumas Bay Centre on Saturday, February 1; doors open at 8:00
a.m.
4. CITIZEN COMMENT
Dana Hollaway asked the city to relocate the school zone/speed limit signs located near the Twin
Lakes Fred Meyers on 21St Ave S, in order to make them more visible.
Sai Sarnineni raised concerns regarding youth homelessness and unaccompanied minors. She
shared that she would like to see the city direct investments towards youth shelters.

Gary Grant raised concerns about the roundabout in his neighborhood. He also expressed his
desire for a citizen oversight committee. He asked the Mayor's office to respond to his concerns
directly.
Mayor Ferrell asked for Mr. Grant to clarify the concern and noted his office will follow up
with staff.
Betty requested the Police Department receive more training around how to interact with
people with disabilities.

d. Industrial Park Parking Restrictions and Tow Away Zones
Councilmember Assefa-Dawson asked how the determination was made for which types of
signs to use on the sides of the street.
Jason Kennedy, Senior Traffic Engineer and Rick Perez, City Traffic Engineer noted there
was input from the community and businesses, as well as visibility and availability of parking
taken into consideration. Mr. Kennedy noted this is a proposed change, not currently a
budgeted item.
In response to additional questions regarding education of drivers (commercial and
residential) in the area, Public Works Director EJ Walsh stated his department works in
conjunction with Police Department with education for a period of time in the area before they
issue tickets.

6. PUBLIC HEARING
a. Regarding Adoption and Extension of Interim Land Use Regulations and Official
Controls for the Provision of Telecommunications Facilities within the City
Mayor opened the Public Hearing at 7:38 p.m.
City Attorney Ryan Call provided a brief staff report. Mr. Call provided background on the
Small Wireless Interim Zoning Ordinance which was adopted in January 2019. Council is
authorized to renew interim zoning ordinances for additional six-months periods if the City
Council holds a public hearing and adopts findings of fact.
He noted the Federal Communications Commission (FCC) passed regulations which multiple
jurisdictions have appealed and are currently pending before the Ninth Circuit Court of
Appeals and believes it is in the public interest to delay adoption of final regulations until the
federal courts provide further direction. Taking final action before this case law is settled
would not an efficient use of public resources to adopt permanent regulations when the law is
not settled.
No citizen comment was received.

b. Teamsters Collective Bargaining Agreement
City Attorney Ryan Call presented the proposed negotiated one-year agreement. The city is
currently in the middle of a compensation study and the Teamsters have a clause in their
contract to be included in the study. The proposal includes a 2.5% COLA which is .5% more
than non-represented employees. This proposed agreement would cover the period of
January 1, 2020 to December 31, 2020, and Teamster members have ratified the terms of this
agreement subject to Council approval.
Mr. Call stated the total increase for 2020 is$52K and the total cost of this contract is$2.12M.

BARGAINING AGREEMENT WITH THE TEAMSTERS LOCAL UNION NUMBER 763;

C. Ratification of Amendments to the Countywide Policies Regarding School Siting
Principal Planner Margaret Clark provided a staff report asking the Council to ratify the
amendments to the Countywide Planning Policies(CPPs)adopted by the King County Council
regarding best practices when working with schools to build new schools and school facilities
with the Urban Growth Area.
Ms. Clark explained the ratification process and summarized the proposed amendments.
Councilmembers thanked Ms. Clark for the information in her presentation. In response to
questions, Ms. Clark noted there are not currently any new school sites identified, the most
recent school sites were remodels of existing sites.
Councilmember Koppang, Chair of Land Use/Transportation Committee noted this item was
reviewed, discussed and approved at the Council Committee level.

KING COUNTY SUPPORTING THE PROPOSED AMENDMENTS TO THE COUNTYWIDE

Police Chief Andy Hwang provided a brief staff report on this item requesting Council approval
to extend the contract term through June 30, 2020 for uniform dry cleaning.

THE REGENCY CLEANERS AMENDMENT#4 FOR POLICE UNIFORM AND DRY CLEANING AND
AUTHORIZED THE MAYOR TO SIGN SAID AMENDMENT; COUNCILMEMBER MOORE SECOND.

e. After School Programs Contract with WA State Department of Commerce
Community Services Manager Sarah Bridgeford provided a staff report regarding entering into
an agreement with the Washington State Department of Commerce for grant funding totaling
$142,500 to support after school programing.
Ms. Bridgeford noted there is a short turnaround time on this contract which needs to be
signed by tomorrow. She stated the contracts are currently being negotiated with the Boys and
Girls Club of King County ($70,716); Phenomenal She ($35,892), and EI Centro de la Raza
($35,892).
These funds will support expansion of current after school programs and bring new programs
to Federal Way which will focus on improved school attendance,on-time grade advancement,
post-secondary education and/or training programs; increased employment and education
attainment; improved attention skills, and improved basic grade level in core subjects.
Councilmembers thanked Ms. Bridgeford for the presentation and asked clarifying questions.
Ms. Bridgeford responded this is one time funding, not ongoing.
Councilmember Koppang disclosed he is a Board Member for Boys and Girls Club and will be
recusing himself from this item.
COUNCILMEMBER KOCHMAR MOVED APPROVAL OF THE PROPOSED AGREEMENT FOR
AFTER SCHOOL PROGRAMS CONTRACT WITH WA STATE DEPARTMENT OF COMMERCE
AND AUTHORIZED THE MAYOR TO EXECUTE SAID AMENDMENT; COUNCILMEMBER MOORE
SECOND. The motion passed 6-0 with one recused as follows:

f. Human Services General Fund Strategies
Community Services Manager Sarah Bridgeford provided a brief staff reportforthis item. She
noted the Council adopted strategies in 1996 and have largely remained the same structure
since that time.
Ongoing discussions have taken place focusing on the need for addressing homelessness
and youth violence in the community. The recommendation is to include focus on youth
violence prevention and homelessness as well as addressing access, inclusion, and equity
across all service. Due to the available funding, it is not recommended to create new funding
targets at this time.
Ms. Bridgeford referred to the packet materials presented to combine strategies into three
after evaluating how programs fit within them and updated language to be in alignment with
practice and goals. She presented the following updated strategies:
o Strategy-1: Address basic needs including housing, health and hunger
o Strategy2: Promote individual and community safety through prevention,
intervention and crisis services
o Strategy 3_ Promote services that foster stability and self-sufficiency for
families and individuals
Council thanked Ms. Bridgeford for the information and presentation and asked clarifying
questions. Mr. Bridgeford stated the while the intent of the Human Services Commission is to
request increase funding to meeting increasing needs,this is not the budget component; this
process is setting the strategies used to review applications.
She noted the city will continue to partner with organizations and entities which support these
strategies, and develop a more in-depth Human Services strategic plan on a five-year cycle
coinciding with the City's Community Development Block Grant(CDBG) Consolidated Plan.

g. Janitorial Services Contract
Facilities Manager Jason Gerwen provided a background and staff report on the bid for
janitorial services which was accepted on December 6, 2019. Mr. Gerwen noted four (4)
quotes were received and after review and background investigation, staff is recommending
awarding the contract to SMS Cleaning.

9. COUNCIL REPORTS
Councilmember Kochmar expressed her pleasure to be back on the City Council. She and Deputy
Mayor Honda have been talking with Erica Norton who is looking to start a youth facility for
homelessness. She wants to see the eight soccer fields at Celebration Park be converted to artificial
turf fields and other changes which will allow more use of the city parks. She plans to be vocal in her
opposition of locating the Sound Transit Operations and Maintenance Facility(OMF)in Federal Way.
Councilmember Moore reported on family health issues and thanked the nurses in the community and
at St. Francis Hospital.
Councilmember Koppang expressed appreciation to the Diversity Commission, Thomas Jefferson
High School Black Student Union, and Youth Commission for the Martin Luther King (MLK) Jr.
Celebration and Food Drive. All involved did a great job and the result was fantastic.
Councilmember Tran thanked Deputy Mayor Honda for asking him to serve on two Council
Committees. He wished everyone in attendance a good Lunar New Year and shared an anecdote
regarding the fact it is not only the Chinese New Year.
Councilmember Johnson reported he is unsure of when he will be resigning and which meeting will be
his final Council Meeting. He thanked the community for the honor of serving and plans to work with
Mayor Ferrell and Deputy Mayor Honda to ensure a smooth transition.
Councilmember Assefa-Dawson shared Sound Cities Association appointed her to the Puget Sound
Regional Council (PSRC) Economic Development District Board (EDDB) and the Regional Law,
Safety and Justice Committee (RLSJC). She is eager to serve and find opportunities to put Federal
Way on the map within our region. She wished Councilmember Johnson the best as a State
Representative and looks forward to continuing to work with him. She welcomed Councilmember
Kochmar to the Council and looks forward to working with her.
Deputy Mayor Honda thanked staff for their work during the previous exceptionally cold week and
recognized their work to keep the roads clear and open the emergency shelters that served over
twenty individuals each night. She thanked the Youth Commission for their attendance and for the
work they do which has exceeded original expectations. She attended the MLK Jr. Celebration and
thanked Thomas Jefferson High School for the event as well as the volunteers who helped with the
food drive at the grocery stores. She announced the Point in Time Count was scheduled for January
24 at 2:00 a.m. She concluded by thanking Councilmember Johnson for his service on Council and
wished him luck in Olympia.
