02-18-2020 Council Rules of ProcedureCouncil Rules of Procedure Ethics Code Council Rules of Procedure City Council Meeting February 18, 2020 Proposed Changes to Council Rules to be discussed Council met on February 4th to discuss potential changes to Council Rules. Staff was directed to prepare a resolution making the following changes: Set the regular meeting schedule to reflect practice of cancelling or rescheduling certain meetings every year Change of title from “Deputy Mayor” to “Council President” Outline the process used for a proposal and approval of council proclamations Regular Meetings Schedule Proposal: Council's regular meetings will be held the first and third Tuesdays of each month in Council Chambers, City Hall with the exceptions outlined below: Regular meetings of Council will begin at 6:30 p.m., and will adjourn no later than 10:00 p.m. To continue past this time of adjournment, a majority of the Council must concur. If any Tuesday on which a meeting is scheduled falls on a legal holiday or election night, the meeting will be held at 6:30 p.m. on the first business day following the holiday, or on another day designated by a majority vote of the Council. In the month of August, one regular meeting of Council will be held on the second Tuesday of the month in lieu of meetings on the first and third Tuesdays. Unless a majority of Council votes otherwise, the second regular meeting of Council in December (on the third Tuesday) will not be held. Change Title of Deputy Mayor Proposal: Change the title and references within the Council Rules from Deputy Mayor to Council President. Council Proclamations Proposal: Council Members may request that a Council Proclamation be added to a regular meeting agenda by submitting a draft of the proposed text of the Proclamation to the Council President or Mayor prior to the agenda setting meeting outlined in Section 3 of these rules. Council Members who propose a Proclamation must identify a person to receive the proclamation no later than noon on the Thursday before the meeting where it is to be presented. Questions?
