PCS, LLC a Franchise to install, operate,
maintain and repair a telecommunications
network consisting of small wireless facilities
in, across, over, along, under, through and
below the City of Federal Way?

Background Information
•New Cingular Wireless requested a franchise in
order to install a small wireless
telecommunications network facilities.
•The application was posted on the City’s website.
•10 year term.
•Franchise bond of $50,000.00
•Work guaranteed through performance and
maintenance bonds.
•Insurance consistent with city standards.

•Wireless demand has seen exponential increase in past few years.
•To be competitive, cities must keep up with technology.
•Demand will be met through implementation of 5G networks.
•5G relies on densification of system through small wireless.

Financial Impacts
•$5,000.00 deposit for franchise development.
•Master License = outlines terms for leasing city
property. Maximum fee $270.00 per year /
location.
•Small cell permits and/or Master License
addendum specific to each deployment
•Right-of-way permits for installation.

Modifications Since LUTC
•Four existing “macro” sites were originally
included in the proposed franchise.
•These existing macro sites are included in an
existing franchise agreement.
•New Cingular Wireless is committed to work
with city on aesthetic improvements on these
existing sites.
•These are not normally allowed in the rights-
of-way, but allowed since macro towers not
allowed in residential zones.

Additional Information
•Location of existing macro facilities are on the
north end of the city due to coverage issues
in the residential area.
•Only place to put them to address customer
coverage concerns is on existing utility poles
(i.e. no tall buildings that can be utilized).
•AT&T subject to FCC regulations that limit
human exposure to radio frequency (RF)
signals.

Options Considered
1)Recommend adoption of the proposed
New Cingular Wireless Franchise
Ordinance.
2)Do not adopt the proposed ordinance and
provide direction to staff.
