B. SW 320th Street Preservation – 30% Design Status
Senior Capital Engineer John Mulkey provided information and background about the project, including
budget costs and next steps. Council President Susan Honda asked questions regarding the extent of
the overlay.
Committee forwarded Option #1 (Authorize staff to proceed with design of the SW 320th
St. Preservation (11th Ave SW to 3rd Pl SW) project and return to LUTC and Council for bid
authorization, and further reports.) to the April 21, 2020 Council Consent Agenda for
approval.

C. SW 356th Street Preservation – 30% Design Status
Senior Capital Engineer John Mulkey presented the status update, including project progress, budget,
and plans. Committee Member Moore asked about a potential budget shortfall. Mr. Mulkey explained

the process as it applies to grant funding and potential adjustments. Council President Susan Honda
asked for clarification on the areas in which the work will take place.
Committee forwarded Option #1 (Authorize staff to proceed with design of the SW 356th
St. Preservation (15th Ave SW to 4th Pl SW) project and return to LUTC and Council for bid
authorization, and further reports) to the April 21, 2020 Council Consent Agenda for
approval.

D. 2020 Pavement Repair Project Bid Award
Capital Engineer Jeff Huynh gave a brief overview of the project, including projected budget and scope.
Council President Susan Honda asked about contingency percentages. Mr. Huynh and Public Works
Director EJ Walsh responded.
Committee forwarded Option #1 (Award the 2020 Pavement Repair Project to Pavement
Maintenance of Washington, LLC, the lowest responsive, responsible bidder, in the amount
of $151,556.00 and approve a 5% contingency of $7,578 for a total of $159,134 and
authorize the Mayor to execute the contract) to the April 21, 2020 Consent Agenda for
approval.

E. Acceptance of Professional Services Contract for Housing Action Plan
Community Development Director Brian Davis presented information regarding the proposal for a
Housing Action Plan. BERK Consulting won the bid process.
Committee forwarded Option #1 (Award the 2020-21 Neighborhood Traffic Safety Program
to Tony Lind Paving LLC, the lowest responsive, responsible bidder, up to the amount of
$60,000.00 and approve a ten percent contingency of $6,000.00 for a total amount of up to
$66,000.00 and authorize the Mayor to execute the contract.) to the April 21, 2020 Consent
Agenda for approval.

RESOLUTION NO.
A RESOLUTION of the City of Federal Way, Washington, setting a
Public Hearing date of Tuesday, June 16, 2020 for adoption of a revised
Six-Year Transportation Improvement Program and Arterial Street
Improvement Plan.

WHEREAS, pursuant to the requirements of Chapters 35.77 and 47.26 RCW, the City
Council of the City of Federal Way must adopt a revised and extended Six-year Transportation
Improvement Program (“TIP”) and Arterial Street Improvement Plan (“ASIP”) annually; and
WHEREAS, a public hearing must be held prior to the adoption of the revised and extended
TIP and ASIP.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF FEDERAL WAY,
RESOLVES AS FOLLOWS:
Section 1. Public Hearing. A public hearing shall be held on the 2021-26 Federal Way
Transportation Improvement Plan and Arterial Street Improvement Plan at 7:00 p.m. on Tuesday,
June 16, 2020, at the Federal Way City Hall Council Chambers.
Section 2. Severability. If any section, sentence, clause or phrase of this resolution should be
held to be invalid or unconstitutional by a court of competent jurisdiction, such invalidity or
unconstitutionality shall not affect the validity or constitutionality of any o ther section, sentence,
clause, or phrase of this resolution.
Section 3. Corrections. The City Clerk and the codifiers of this resolution are authorized to
make necessary corrections to this resolution including, but not limited to, the correction of
scrivener/clerical errors, references, resolution numbering, section/subsection numbers and any

references thereto.
Section 4. Ratification. Any act consistent with the authority and prior to the effective date of
this resolution is hereby ratified and affirmed.
Section 5. Effective Date. This resolution shall be effective immediately upon passage by the
Federal Way City Council.
