COVID-19 Pandemic Response Plan
Initial Phase:
•Provide PPE equipment to officers (latex gloves,
N-95 masks, eye protection, and disposable
gowns).
•South King County Fire & Rescue attended all
briefings to give a class on PPE and how to stay
safe during a pandemic.
•Provide disinfecting wipes in all conference
rooms, briefing room and sub stations. Staff
assigned to clean with bleach solution 3 times a
day.

Operational Changes:
•Rapidly made major operational changes in
preparation for the continued spread of coronavirus,
facing potential strain in resources and staffing.
•Operate with heightened attention to our normal
infectious disease protocol.
•Changed the way we respond to calls-for-service,
limiting contact by social distancing.
•Closed the Front Desk Lobby – call box for
emergencies.
•Patrol briefings are no longer conducted - done outside
if needed.

•Video conferencing command staff meetings, reduced
non-essential meetings.
•Stop responding to senior care facilities for non-
emergency calls.
•Valley Comm screening the reporting party if anyone is
sick at the call (determine if PPE is needed).
•For all non-emergency calls, officers will contact
reporting party to take report by phone or send them
to e-report, to limit contact.
•In station reports will be taken outside the front lobby
in the open air.
•Non-essential employees working remotely.

•All Police community events have been cancelled.
•No visitors allowed in the police station, sub
stations, or CIS areas.
•All ride-a-longs are cancelled.
•Crime prevention programs on hold.
•Cancelled all training both in state and out of
state.
•Voluntary quarantine option for City/Police
employees at a city facility.

•SRO’s reassigned to work patrol.
•Mall Officers to augment patrol operations.
•Temporarily suspended the volunteer program.
•Conducting pre-employment interviews via
Skype.
•Participation in weekly Outbreak Advisory Group
and GFW EOC Oversight Group Meetings.
•Operating with heightened awareness to protect
businesses in our community while many of them
remain closed.
Contingency Plans
Future Phase:
•Develop an emergency staffing level plan.
•Develop exposure plan/training bulletin for
COVID-19.
•Quarantine Option for city employees at
Dumas Bay Centre or local hotel.
•Continuity of Operations Plan for command
staff.
Impact of the Emergency
Stay-At -Home Order
•March calls-for-service down 7% (6261 vs. 5829).
•March crime rate down 10% (646 vs. 584).
•Domestic calls were up 13% in March (231 vs. 261).
•April calls-for-service down 22% (through April 26th).
•Domestic calls were down 2% in April (through April
26th).
•Firearm purchase up significantly in March (191 vs.
776).
Impact of the Emergency
Stay-At -Home Order
•Jails only accepting mandatory bookings for
misdemeanors.
•Police Academy reopening May 11th.
•Stimulus checks being mailed to 80 million postal
customers. Awareness to criminal activities
associated with the mailing of payments.
•DOJ $835M COVID-19 Law Enforcement Relief Fund,
Federal Way Police Department is eligible for
$132,455 grant funding.

Westway Gun Violence Prevention
Gun violence in the city is concentrated and on the rise in a small
geographical area, the Westway Community. The following short and
long-term efforts are being implemented to impact the problem in this
neighborhood:
•Criminal Investigation Detectives are aggressively investigating the
shootings to identify the perpetrators and to hold them
accountable. The challenge and obstacle with these investigations
has been the lack of cooperation from the parties involved.
•Provide patrol coverage, 7 days a week with 2 officers in the
Westway Community with varying times.
•Officers assigned to the area (Sector 1) to provide extra patrol (all
three shifts).
Westway Gun Violence Prevention
•Use members of SIU/Gang Unit and SOU for emphasis
patrols and POP projects.
•Use of Automated License Plate Reader (ALPR) vehicles.
•Temporary placement of pole cameras.
•Permanent Safe City Cameras in the Westway
Community, with license plate reader capability at the
three entrances to Westway, as well as two cameras in
the park.
•Strategize with property owners and HOA to remove
known problem residents.
