COMMISSION BUSINESS • STUDY SESSION Height Increases in Commercial Zones The staff report(which will be distributed at the meeting)will contain a list of code amendments related to increasing heights for certain uses in the Neighborhood Business(BN),Community Business(BC),City- Center Frame(CC-F)and City-Center Core(CC-C).Other issues that will be addressed are allowable fagade lengths,setbacks,deletion of maximum density and inconsistencies among the zoning charts. 7. Staff present: Senior Planner Margaret Clark,City Staff Attorney Monica Buck,and Administrative Assistant E.Tina Piety. Chairman Pfeifer called the meeting to order at 7:00 p.m. APPROVAL OF MINUTES It was moved and seconded to approve the minutes of February 20, 2008, as presented. The motion passed; no nays. AUDIENCE COMMENT None ADMINISTRATIVE REPORT None COMMISSION BUSINESS STUDY SESSION—Training Ms. Piety delivered a presentation on Parliamentary Procedures and Ms. Clark delivered a presentation on the role of the Planning Commission. ADDITIONAL BUSINESS Ms. Clark informed the Commissioners that there likely will not be a meeting in April. It was suggested that a presentation be given on the Open Public Meetings Act and the Appearance of Fairness Doctrine. Margaret asked me to email you the PowerPoint training presentation. However, I attempted to email it, but the presentation was too large. Therefore, I will be mailing you the presentation on CD. 2. It was stated at the meeting that we would probably not meet in April, that has changed. Staff has scheduled a study session on the proposed changes to heights (for a number of different zones) on April 23rd. Please note that this is not a regularly scheduled meeting date, as it is the fourth Wednesday of the month. 3.There were two questions regarding Parliamentary Procedures that I was not able to provide the answers for at the meeting; the questions and answers follow: a. If a motion is Postponed Indefinitely, must it be voted upon?The answer is yes, by a majority vote. b. How does one withdraw a motion? If one made the motion, before the Chair restates the motion, one can simply declare, "I withdraw the motion." If one did not make the motion, one can ask the person who made the motion to withdraw it. If the Chair has restated the motion, the one who made the motion may ask permission to withdraw the motion. The Chair may treat this as a unanimous-consent request. Meaning the Chair may state, "Unless there is an objection (pause to give a chance for an objection)the motion is withdrawn." A request for permission to withdraw a motion can be made at any time before voting on the question has begun, even though the motion has been amended. Any member can suggest that the maker of a motion ask permission to withdraw it, which the maker can do or decline to do, as he/she chooses.
