Approval of Summary Minutes —March 24, 2020 Meeting Motion made by Councilmember Kochmar to approve the minutes from March 24, 2020 as written; motion seconded by Councilmember Koppang and carried 3-0. B Resolution: Fee Schedule Amendment: Presented by Deputy Public Works Director, Desiree Winkler. Deputy Public Works Director Winkler is proposing an amendment to the fee schedule to establish franchise application and small wireless lease and permit fees. The proposed amendments to the fee schedule, adds fees for all franchise applications since this has not been previously formalized. In addition, the fee schedule amendment includes fees specific to small wireless leasing and permitting processes including: Small Wireless Lease • Small Wireless Lease Addendum • Supplemental review for Franchises and Small Wireless Permits • Small Wireless Site Reservation Fee • Small Wireless Site Rent • Small Wireless Permit The proposed fees are consistent with other City permitting fees and are intended to cover the administrative costs required to develop the agreements and permits. A right-of-way use permit will also be required for the construction of the facility and restoration of the right-of- way. There is no cost to the City to receive the funds. Tuesday, April 28, 2020 Page 1 CITY OF Federal Way Councilmember Koppang wanted to make sure it was clear that at this point we are not approving any 5G wireless, we're just putting in the infrastructure for this to occur and that any antennas that go up in the city will be subject to all the environmental and health reviews that are required. Basically this is just us putting pieces in place so we can move forward if and when we decide to. Motion made by Councilmember Kochmar to forward Option 1, to the May 5, 2020 consent agenda for approval; motion seconded by Councilmember Koppang and carried 3-0. C. Project 610: Planning for New Joint use Operations Facility: Presented by Public Works Director, EJ Walsh. As discussed at the City Council retreat, the existing maintenance building is failing and the yard area has exceeded its useful life. Using 2019 REET money it was proposed to start the planning process for a replacement and building of a Joint Use Operations Facility. This will be utilized by Public Works Maintenance, Parks Maintenance, and Community Development for shopping carts and graffiti abatement. The new facility is proposed to incorporate multiple features to reduce ongoing short and long- term costs to the City. This includes secured storage areas to reduce the amount of thefts of equipment we have been experiencing and a fleet service area where we can perform minor maintenance on vehicles and equipment and reduce our contracted costs. The new facility is also proposed to centralize fueling of Public Works, Parks, Community Development, and Police vehicles and equipment. Authorization of the use of this funding will allow the planning, environmental and engineering work to commence including schematic design and cost estimating. This will allow for a project that can develop a funding strategy, final design and ultimately allow construction. The proposed 2020 budget adjustment contained $250,000 of excess 2019 REET funding to begin planning for a new Joint Use Operations Facility. With the current COVID-19 pandemic the budget adjustment has been paused. To maintain the previously discussed schedule, authorizations is required to authorize use of restricted funds to continue the process. There was some exchange with Councilmembers regarding location of the new building. Councilmembers Kochmar and Baruso would like to go on a tour of the current facility to get a better understanding of the disparity of the current building. Several Councilmembers shared concern with spending money during this economic time. Public Works Director Walsh stated he would gladly take them on a tour of the location, and although this is not an ideal time to be spending money, it is critical it be done. It has needed to be replaced for over 15 years and it is now crumbling. He is concerned about the safety of City employees. Proposed Memorandum of Understanding between the Cities of Auburn, Federal Way, Kent, Renton and Tukwila for Puget Sound Emergency Radio Network ("PSERN") Representation: Presented by City Attorney, Ryan Call. City Attorney Call stated that this item along with the next are related. The Memorandum of Understanding (MOU) with Valley Communication ("Valley Com") is for City representation on the Puget Sound Emergency Radio Network ("PSERN") board. Valley Com is the entity that provides 911 and dispatch services for the City of Federal Way. It is composed of five -member Cities — Auburn, Federal Way, Kent, Renton and Tukwila. PSERN will be governed by a board of directors composed of four voting members representing Seattle, King County, Eastside Public Safety Communications ("EPSCA") and Valley Com. The MOU being presented establishes how the Valley Com representative will be selected. The election of the representative for PSERN will be done by a supermajority of the full Valley Com board. The member cities will select a mayor from one of he represented cities to represent Valley Com. The representative will serve a two-year term beginning January 1 in even number years. It is understood that the selected mayor may ask the Valley Com executive director to act as an alternate or designee for the selected mayor. Motion made by Councilmember Kochmar to forward Option 1, to the May 5, 2020 consent agenda for approval; motion seconded by Councilmember Koppang and carried 3-0. E. Resolution: Puget Sound Emergency Radio Network ("PSERN") Operator Interlocal Cooperation Agreement: Presented by City Attorney, Ryan Call. City Attorney Call stated this item is for the Resolution for the PSERN Operator Interlocal Cooperation Agreement. The PSERN Project upgrades and expands the current King County Emergency Radio Communications System ("KCERCS"). The current system is over 20 years old and is increasingly unsupported by the supplier of the system's equipment, software, and related parts. The current system supports nearly two hundred separate police, fire, emergency medical, and other government agencies. The new system will go from an analog system to an 800 MHz digital network. This system will be primarily used by law enforcement, fire fighters, and other emergency personnel to communicate with each other during E-911 activities. Some general government agencies will also use it for daily operations. Motion made by Councilmember Kochmar to forward Option 1, to the May 5, 2020 consent agenda for approval; motion seconded by Councilmember Koppang and carried 3-0. F. VOUCHERS 03/16/2020 — 04/15/2020 AND PAYROLL VOUCHERS 03/01/2020 — 03/31/2020: Presented by Accounting Manager, Chase Donnelly. There were no questions or comments on the Vouchers. Motion made by Councilmember Kochmar to forward the March Vouchers to the May 5, 2020 consent agenda for approval; motion seconded by Councilmember Koppang and carried 3-0. Tuesday, April 28, 2020 Page 3 CITY OF Federal Way G. MONTHLY FINANCIAL REPORT — March 2020: Presented by Accounting Manager, Chase Donnelly. Accounting Manager Donnelly summarized the March 2020 Monthly Financial Report. Notable areas included: • Sales Tax — There is a two -month delay. The amount collected for January is what's reported for March, so we are not going to see the March sales tax until May's Monthly Financial Report. • CD Permits and Fees • Business License Fees • Utility Tax We have added a few new things that were requested at the last meeting. • Jail Services: The City continues to be liable for its portion of the debt service on the SCORE building. The total remaining principal debt the City owes as of 12/31/2019 for SCORE is $10,945,000. • Federal Way Community Center debt service principal: 9.38 Million as of 12/31/2019. • PAEC: As of 12/31/2019 the balance of debt service principal was $4,840,000. • COVID-19 Update: This is for expenditures through March 2020. Payroll expenditures are at $96,959 and supplies are $4,103 for a total expenditure of $101,062. Finance Director Ariwoola pointed out that one of the reasons we left SCORE was the cost. We have budgeted 2.9 million and by the end of the first quarter, we have only spent $300,000. Leaving SCORE will save us a lot of money and why we are doing better than some other Cities. This year, we are only paying for what we use. (By this time, we would have paid around 700,000). The ADP we have now is almost half of what we have used. Council President Honda said she participated in a good webinar from MRSC today titled "How Your Agency Can Survive and Recover Fiscally from the COVID-19 Outbreak". Director Ariwoola stated he participated in this as well.
