Policy Question
Should City Council approve the Amendment to the
2019 Citizen Participation Plan?
COVID-19 Pandemic
•Threat to life, health, and economy.
•State, City, and National declarations of emergency.
•Stay-at-Home order and other measures to reduce the
spread of COVID-19 have halted schools, businesses,
social lives, and livelihoods.
Impacts on Residents
•Impacts are many and varying. COVID-19 has
impacted areas such as:
•Financial security
•Housing stability
•Food security
•Mental health
•Employment
COVID-19 Impacts on Citizen
Participation Plan
•There is urgent need in the community for the resources CDBG
can provide and standard comment periods would put us in July
for Council approval and August for funding.
•Public hearings cannot be held in person.
•Copies of plans cannot be made available at City Hall or public
libraries.
•Public notice could not be printed in the Federal Way Mirror, as
required.
HUD Waivers
•HUD has provided waivers to:
•Allow shortened citizen comment periods of a
minimum of 5 days
•Allow virtual public hearings
•The waivers have been accessed in order to bring
amendments to the Citizen Participation Plan and
Annual Action Plan.
Changes to the Citizen Participation Plan
•Provisions in the amendment are in effect while HUD waivers are in effect
and only if the regular provisions are not possible or would cause delays in
funding projects.
•Proposed changes:
•Use of HUD waivers for comment period and virtual public hearings
•Amendments to consolidated plans, annual action plans, and citizen
participation plans:
•Substantial amendments: may be reviewed and approved by City
Council without first being recommended by the Human Services
Commission.
•Minor amendments: may be reviewed and approved by City
Council.
•Access to documents will be online, via email, or via mail.
