Should City Council approve the First Amendment to
the 2019 Community Development Block Grant
(CDBG) Annual Action Plan?
COVID-19 Pandemic
•Threat to life, health, and economy.
•State, City, and National declarations of emergency.
•Stay-at-Home order and other measures to reduce the
spread of COVID-19 have halted schools, businesses,
social lives, and livelihoods.
Impacts on Residents
•Impacts are many and varying. COVID-19 has
impacted areas such as:
•Financial security
•Housing stability
•Food security
•Mental health
•Employment
Resources and Supports
•The extent of the needs resulting from COVID-19 and
measures taken to reduce or slow the spread of
COVID-19 will far exceed available resources.
Community Development Block Grant
COVID-19 Funding (CDBG-CV)
•The U.S. Department of Housing and Urban Development
has allocated $432,622 in CDBG-CV funds following the
CARES Act.
•These funds are available specifically to prevent, prepare for,
and respond to the coronavirus (COVID-19).
•Funds must support low- and moderate-income residents.
•All funded services must document connection to COVID -19.
•Possibility of two additional allocations through CARES Act.
Process for Allocating Funds
•Allocation includes $432,622 CDBG-CV funds and $210,000
prior year funds from underspent projects.
•Competitive grant application.
•Human Services Commission reviewed applications and made
recommendations to be incorporated into the First Amendment
to the 2019 Annual Action Plan.
•First Amendment to the 2019 Annual Action Plan is being
proposed with a truncated process to facilitate getting funds into
the community as quickly as possible.

*Funding for Catholic Community Services for the Day Center and Reach Out include City Council allocations and HSC
recommendations.
+The Human Services Commission recommends including two contingency projects and that should additional funding
become available, these two projects receive 50% of the funding until fully funded.
Anticipated Timeline
•June 2: City Council consideration
•June 4: King County submits Annual Action Plan amendments
for Federal Way and other consortium cities
•June 30: Receive HUD funding agreement
•July 15: Access to the funds
