CALL MEETING TO ORDER Mayor Ferrell called the meeting held remotely to order at 6:30 p.m. City officials in attendance: Mayor Jim Ferrell, Council President Susan Honda, Councilmember Lydia Assefa-Dawson, Councilmember Greg Baruso, Councilmember Hoang Tran, Councilmember Mark Koppang, and Councilmember Martin Moore. City staff in attendance: City Attorney Ryan Call and City Clerk Stephanie Courtney. 2. PLEDGE OF ALLEGIANCE Mayor Ferrell led the flag salute. Mayor Ferrell excused Councilmember Linda Kochmar. 3. PRESENTATIONS a. South King Housing and Homelessness Partners (SKHHP) Update Community Development Director Brian Davis introduced Ms. Angela San Filippo, Executive Manager of the South King Housing and Homelessness Partners (SKHHP) who called into the meeting. Angela San Filippo, Executive Manager SKHHP Ms. San Filippo thanked Mr. Davis for the introduction and Council for the opportunity to provide a brief presentation. She noted SKHHP represented the following ten jurisdictions: Auburn, Burien, Covington, Des Moines, Federal Way, Kent, Normandy Park, Renton, Tukwila and King County to provide a unified voice for South King County in developing shared solutions to regional housing needs. Ms. San Filippo also provided a high level review of progress since the start of the interlocal in January of 2019. She noted the 2020-2021 Work Plan and Budget will come before jurisdictions in mid -2020 after development and their Executive Board Review. Adoption of the work plan and budget is anticipated to occur during August to October 2020. The work plan will include Governance and Administration; Policy and Planning; and Outreach and Education. Jurisdiction contributions are based on overall population. Federal Way City Council Regular Minutes Page I of 5 May 19, 2020 Councilmembers thanked Ms. San Filippo and asked clarifying questions regarding the source of the population number used. b. Mayor's Emerging Issues and Report Financial Update Finance Director Ade Ariwoola noted after receiving sales tax figures from the state he will be able to provide a more thorough report; he anticipates this will take place at the next Council Meeting. Mr. Ariwoola conveyed the status and current shortfall in revenue and expenditures for the three closed city facilities including Dumas Bay Centre, Federal Way Community Center, and the Performing Arts and Event Center as well as the overall impact on the General Fund. He highlighted the potential net loss and projections through June. More information will be provided next month specific to sales tax, utility tax, hotel/motel tax, and proprietary funds. Council thanked Mr. Ariwoola for his presentation and asked questions regarding the lag in reporting of sales tax revenue, the anticipation of the Supreme Court decision regarding the water/sewer tax, and if any information is known regarding possible allocations from the county and state. Joint Maintenance Facility Update Public Works Director EJ Walsh provided an update regarding the current safety of the Joint Maintenance Facility following the discussion at the previous Council Meeting. He reported the facility was inspected by the City Building Official, South King County Fire Department, and an outside agency. He discussed the two most emergent issues which are currently being addressed and the plans to rectify other concerns noted in the inspections. Councilmembers thanked Mr. Walsh for emailing the report to Council prior to the meeting. Clarifying questions were asked regarding asbestos testing, annual fire inspections, and overall staff safety. It was restated and agreed this facility no longer meets the needs of the city; Council looks forward to reviewing the forthcoming consultant study for this project. Virtual All City Staff Meeting Mayor Ferrell reported he hosted a virtual All -City Staff Meeting on Thursday, May 7 where almost 150 employees participated via Zoom. He felt this was a good opportunity to connect with staff members that have been working remotely to provide a direct update during these challenging times. Business Resiliency Task Force (5/13) & Community Continuity Task Force (5/14) Mayor Ferrell was pleased to report on the Business Resiliency Task Force and the Community Continuity Task Force. He thanked Economic Development Director Tim Johnson and IT Director Thomas Fichtner who helped facilitate these virtual meetings held over Zoom. Federal Way City Council Regular Minutes Page 2 of 5 May 19, 2020 He reported well over 40 businesses participated in the Business Task Force and 40-50 community partners for the Community Task Force meetings participated all in effort to design plans to help our city. These meetings will be replayed on social media and FWTV Channel 21. Farmer's Market Opening Mayor Ferrell also reported on the opening day of the Federal Way Farmers Market in the Sears Parking Lot on May 16. He was impressed with the modifications Rose Ehl and her team were able to make to adhere to the recommendations of King County Public Health including social distancing and capacity. Council President Honda volunteered for opening day and she was happy to see the community. She encouraged everyone to come next week noting there will be additional vendors and reminding individuals to wear a mask or face covering. Multi -Service Center Virtual Auction Mayor Ferrell reported on the Multi -Service Center annual fundraiser which will be held virtually this year June 1 through the 6. c. Council Committee Reports Parks/Recreation/Human ServiceslPublic Safety Committee (PRHSPS) No report provided. Land Use/Transportation Committee {LUTC) Chair Koppang noted the last meeting was very brief and all items have moved forward to the Council Consent Agenda. The next meeting will be June 1 at 5:00 p.m. Finance, Economic Development Regional Affairs Committee (FEDRAC) Chair Tran reported the next meeting will be held virtually on May 26 at 5:00 p.m. via Zoom. Lodging Tax Advisory Committee (LTAC) Chair Assefa-Dawson thanked Tim Johnson for his knowledge and connections with the business community. The last meeting discussed updates from the hotels and the plan to begin to bring back laid off staff. There was also a discussion on upcoming tourism events for the King County Aquatics Center. The next meeting is June 10 at 10:00 a.m. via Zoom. Regional Committees Re ott (PIC) Councilmember Moore reported on attending the virtual Policy Issues Committee (PIC) Meeting where the legislative session was discussed. AWC is working closely with jurisdictions to prepare for a special session. He also noted they approved an Emergency Proclamation regarding discrimination and misinformation with COVID-19. The next meeting will be Wednesday, June 10. Federal Way City Council Regular Minutes Page 3 of 5 May 19, 2020 Council_ President Report Council President Honda was excited to share that the City Council Civic lessons are being posted online to the Council Facebook page. She is pleased with how each Councilmember talked about an issue or topic that is important to them including the importance of voting, the census, Federal Way history and the role of the City Council. 4. CITIZEN COMMENT The City Clerk read a letter from Frank Fields expressing his concerns with the lack of sanitation stations at the SHAG senior communities and reported a shortage of protective supplies. 5. COUNCIL REPORTS yes Councilmember Koppang yes yes Councilmember Moore yes yes Councilmember Tran yes excused Councilmember Moore was pleased to attend the Farmers Market on Saturday and thanked Rose Ehl and the organizers for continuing such a great community asset during this challenging time. Councilmember Koppang spoke regarding the Farmers Market and agrees it is a very nice to get out in the community and see people. Councilmember Tran had no report. Federal Way City Council Regular Minutes Page 4 of 5 May 19, 2020 Councilmember Baruso thanked all the first responders who are working on behalf of the community. He also encouraged citizens to recognize those students in the community who are graduating from college this year. A lot of hard work has gone into this accomplishment and they will not be able to participate in a standard graduation ceremony. Councilmember Assefa-Dawson thanked everyone for again a great virtual meeting. She mentioned the Council is working on a similar proclamation addressing Covid-19 discrimination which was mentioned by Councilmember Moore earlier for the next meeting in June. As a mother herself, she is very concerned regarding bias; she asked everyone to be mindful of words and actions. Council President Honda recently attended a SCATBd (South County Area Transportation Board) meeting with also included two other Transportation Committees. There was a presentation by Metro reporting a 74% reduction in ridership compared to the same time period last year. To mitigate this they have modified some of their programs including lessening requirements for vanpools. She also reported on attending a National Women Legislators Webinar which discussed pharmaceutical companies working together on a vaccine. It is more likely a treatment for COVID-19 will be available before a vaccine. Council President Honda noted she attended the King County Domestic Violence Task Force explaining that even though there has been a slight decrease in calls, the calls are more serious. She is excited to be attending her first virtual Large City Committee meeting for AWC tomorrow. She encourages everyone to be safe and follow public health recommendations including masks or face coverings and to support local businesses. 7.
