07-07-2020 Grant ProgramShelter Grant Opportunity City Council July 7, 2020 Policy Question Should the City of Federal Way participate in the collaborative application for shelter funding with King County and other jurisdictions? Shelter Grant Overview •Department of Commerce has released a grant application for shelter funding. •Eligible projects are low-barrier shelters that are adding new capacity with a start date of December 2020. •Funding is available through June of 2023. •Cities with populations of 25,000 or more are eligible to apply independently or as part of a joint application. Available Funding •Cities with populations of 25,000 or more are eligible to apply independently or as part of a joint application with King County submitting the application and overseeing funded projects. •With an independent application, Federal Way could receive up to $455,983. •As part of a joint application, a total of $569,979 would be attributable to Federal Way. Timeline •Application materials were made available on June 22. •Applications are due July 17. •King County has requested an extension. •If applying as part of a joint application, cities must submit a letter agreeing to the joint application. Projects •There is no immediate, feasible project in Federal Way. •If the City participates in the King County joint application, funded projects are likely to be outside of Federal Way. •Continue to explore options locally and in South King County, including hotel voucher models. •Even with a project that could use hotel vouchers in Federal Way for Reach Out as an example, the extra funding available by a joint application would be necessary. Council Action •Due to the potential that shelter will be outside of the City with a collaborative application, we are asking Council to consider the opportunity and make a recommendation on how to proceed. •Mayor Ferrell defers to Council.
